Migri Residence Permit and Permanent-Residency Eligibility in Finland

Valid passport
Where to get: Issuing authority of your country of nationality
Required: Original; presented at the identification appointment
Cost: Set by your home country
Must be valid for the duration of the permit. Migri rejects applications with passports nearing expiry.
Biometric photograph
Where to get: Captured at the identification appointment at a Finnish mission or VFS Global Application Centre
Required: Signature, photograph and fingerprints are taken on site
Cost: Included in the Migri processing fee; VFS Global service fees are separate

Employment contract or binding job offer
Where to get: Employer operating in Finland
Required for: Work-based first permit; specialist, EU Blue Card, and general employee tracks
Required: Original PDF or scan; employer business ID and sector listed
Specialist track requires the role to be specialist, consultant, teacher, or top/middle management.
Certificate of admission
Where to get: Finnish higher-education institution
Required for: Study-based first permit; higher-education pathway for permanent permit
Required: Original or certified scan
Bank statement covering the past 6 months
Where to get: Applicant's home-country bank
Required for: Study-based first permit and family-tie income evidence
Required: Original or certified scan; converted to euro for assessment
Proof of paid tuition or scholarship
Where to get: Finnish educational institution or scholarship grantor
Required for: Study-based first permit
Required: Receipt or scholarship-award letter
Marriage certificate or birth certificate
Where to get: Civil registry of the country where the event was recorded
Required for: Family-tie first permit (spouse or child)
Required: Original with apostille or legalisation if issued abroad
Income evidence
Where to get: Employer payroll, tax records, or applicant's bank
Required for: Family-tie route and several work tracks; high-income permanent-permit fast-track
Required: Pay slips or tax records demonstrating sufficient resources scaled to family size
Passport or national identity card of an EU member state
Where to get: Issuing authority of EU/EEA/Swiss country of nationality
Required for: EU citizen registration of right of residence
Required: Original presented at the Migri service-point appointment

Language certificate (YKI test or Civil Service Language Proficiency Certificate)
Where to get: Finnish National Agency for Education (YKI) or the responsible certifying body (Civil Service test)
Required for: Permanent residence permit standard path and C1 fast-track
Required: Original certificate or verified copy
Standard path requires the satisfactory level corresponding to B1; the excellent-language fast-track requires the particularly good level corresponding to C1. The higher-education pathway accepts level A2 or 15 ECTS credits of Finnish or Swedish at a higher-education institution instead.
Degree certificate from a Finnish institution
Where to get: Finnish university or university of applied sciences
Required for: Master's-degree permanent-permit fast-track and higher-education pathway
Required: Original or verified copy of bachelor's, master's, licentiate, or doctoral degree
