Document Checklist
Anmeldeformular
Completed registration form
Where to get: Download from the Meldebehörde's website where available, or pick up the paper form at the counter
Required: Original, completed and signed before the clerk at the counter
Cost: Free
Captures the data required by § 17 in connection with § 23 BMG: family name, first names, date of birth, place of birth, nationality, marital status, religion (where the Land collects this for the Kirchensteuer regime), prior address, new address, and date of move-in. The signature is given before the clerk.
Personalausweis or Reisepass
Identity document
Required: Valid Personalausweis (German national ID) for German citizens; valid passport or national ID card for EU/EEA citizens; valid passport for non-EU/EEA nationals — originals only, no photocopies
Cost: Free
Where the registrant holds an Aufenthaltstitel (residence permit) the title is presented alongside the passport for the cross-reference. Some Meldebehörden also request a visa as an attached record for non-EU/EEA registrants.
Wohnungsgeberbestätigung
Housing provider's confirmation
Where to get: Issued by the Wohnungsgeber (housing provider — usually the landlord; the property owner directly for owner-occupiers; the principal tenant in tenancy-of-tenancy arrangements)
Required: Original signed document containing the four data elements specified by § 19 Abs. 3 BMG: name and address of the housing provider (and of the property owner where different); date of move-in; address of the dwelling; names of all persons subject to the registration obligation
Cost: Free
Under § 19 Abs. 1 BMG the housing provider must issue this confirmation within the same fourteen-day deadline that applies to the registrant's own duty. A rental contract is NOT a substitute. If the landlord refuses or delays, § 19 Abs. 2 BMG requires the registrant to notify the Meldebehörde without delay and the registrant's own duty is held open while the notification is in process.
Anmeldeformular
Registration form
Where to get: Download in advance from the Hamburg-Service Wohnsitz-anmelden Dienstleistung page (reachable from the Behördenfinder Hamburg index), or fill out at the Bezirksamt-Kundenzentrum counter.
Required: Original, signed at the counter before the clerk
Notes: The Hamburg state Anmeldeformular collects the same data set required by § 18 Bundesmeldegesetz (BMG-baseline). Family-of-four registrations may use a single joint form under § 23 Abs. 4 BMG.
Passport or national identity card
Required: Original, not expired
Notes: EU/EEA citizens may present a national ID card. Non-EU/EEA nationals must present a passport. Photocopies are not accepted at the Kundenzentrum counter.
Wohnungsgeberbestätigung
Housing-provider confirmation
Required: Original, signed by the Wohnungsgeber
Notes: Required under § 19 Bundesmeldegesetz. The Wohnungsgeber is typically the Vermieter (landlord); in Wohngemeinschaft (shared-flat) arrangements, the Hauptmieter (lease-holder) signs as the in-fact Wohnungsgeber. If the Wohnungsgeber refuses to issue the confirmation, § 19 Abs. 2 BMG provides a recovery channel — notify the Bezirksamt-Kundenzentrum without delay.
