# KITAS — Limited Stay Permit Card (Index 311) in Indonesia

**Country:** 🇮🇩 Indonesia
**Last verified:** 2026-05-06
**Estimated time:** Kantor Imigrasi processing: 3 working days (no DG approval) or 5 working days (with DG approval) after fee receipt. End-to-end timeline depends on prior employer-side RPTKA / Notifikasi at Kementerian Ketenagakerjaan.
**Cost:** IDR 3,000,000 (1-year ITAS) to 7,000,000 (5-year) plus Re-Entry Permit (IMK) IDR 1,500,000 (1-year) per the Imigrasi PNBP schedule. Employer-borne fees (RPTKA / Notifikasi) excluded.

## Required documents

- **Valid national passport** *(Paspor Kebangsaan yang sah dan masih berlaku)*
  - Where to get: Issuing-country authority
  - Required: Original plus photocopy; remaining validity should match the requested ITAS duration
  - Cost: Free (already held)
  - _Note:_ Bring the passport to the Kantor Imigrasi at filing; the entry stamp inside it is the document that triggers the 30-day in-country filing window.
- **Sponsor's application letter** *(Surat permohonan dari penjamin)*
  - Where to get: Sponsoring employer
  - Required: Original, on company letterhead
  - Cost: Free (employer-issued)
  - _Note:_ The sponsor is the Indonesian-registered legal entity that filed your RPTKA / Notifikasi with Kementerian Ketenagakerjaan.
- **Sponsor's guarantee statement** *(Surat pernyataan jaminan)*
  - Where to get: Sponsoring employer
  - Required: Original, signed, with Rp 10,000 materai (revenue stamp) affixed
  - Cost: Rp 10,000 materai paid by the sponsor
  - _Note:_ The materai (stamp duty) is the only sub-fee on this document and is typically affixed by the sponsoring company.
- **Sponsor's national ID** *(KTP penjamin)*
  - Where to get: Sponsoring employer (the named guarantor)
  - Required: Photocopy
  - Cost: Free
- **ITAS application form** *(Formulir permohonan ITAS)*
  - Where to get: Provided at the Kantor Imigrasi at filing
  - Required: Completed in Bahasa Indonesia, signed
  - Cost: Free
- **Domicile certificate** *(Surat keterangan domisili)*
  - Where to get: Local RT/RW (neighbourhood authority), or the management of your hotel / apartment / serviced residence
  - Required: Original
  - Cost: Typically free; some RT/RW offices request a small administrative contribution
  - _Note:_ The certificate must reflect a permanent address — not a transit hotel — because the Kantor Imigrasi covering that domicile is the office that processes the application.
- **ITAS approval telex** *(Telex persetujuan ITAS)*
  - Where to get: Issued by Direktorat Jenderal Imigrasi after DG-level approval (where required)
  - Required: Original or system-issued reference
  - Cost: Free (administrative issuance)
  - _Note:_ For applications routed through the DG approval path, the telex is the precondition for the Kantor Imigrasi to proceed to issuance.
- **Sponsor's company documents** *(NIB perusahaan, NPWP perusahaan, akta pendirian)*
  - Where to get: Sponsoring employer
  - Required: Photocopies — Business Identification Number (NIB), company tax number (NPWP), and deed of establishment
  - Cost: Free (employer-held)
  - _Note:_ These confirm the sponsor's standing as an Indonesian-registered employer authorised to hire a foreign worker under the Notifikasi.

## Costs

- **ITAS — 1 year (most common foreign-professional tier):** 3000000 IDR — Per Imigrasi PNBP schedule for a 1-year ITAS; paid per application before issuance.
- **ITAS — 2 years:** 5000000 IDR — Per Imigrasi PNBP schedule for a 2-year ITAS; paid per application before issuance.
- **ITAS — 5 years:** 7000000 IDR — Per Imigrasi PNBP schedule for a 5-year ITAS; paid per application before issuance.
- **Re-Entry Permit (IMK) — 1 year:** 1500000 IDR — Izin Masuk Kembali — required if you plan to leave and return without losing the ITAS. Most common pairing with a 1-year ITAS.
- **Re-Entry Permit (IMK) — 2 years:** 2000000 IDR — Izin Masuk Kembali matched to a 2-year ITAS.
- **Materai (revenue stamp) on guarantee statement:** 10000 IDR — Rp 10,000 stamp duty on the sponsor's surat pernyataan jaminan.

## Steps

### 1. Employer files RPTKA / Notifikasi at Kementerian Ketenagakerjaan

- The sponsoring Indonesian-registered employer logs into the Ministry of Manpower's TKA Online portal
- The employer submits the foreign-worker utilisation plan (RPTKA) and Notifikasi for the specific position, duration, and named individual
- Approval at the Ministry is the precondition for the E23 visa pre-approval at Imigrasi

> **Tip:** These employer-side approvals (RPTKA / Notifikasi) are typically handled by the sponsoring company before the worker arrives — they are not paid out-of-pocket by the foreign worker.

> **If this fails:** If the Ministry rejects the RPTKA, no E23 visa application is possible — the chain stops here. Resolution sits with the employer's HR / immigration consultant, not the worker.

### 2. Employer obtains the E23 visa pre-approval (telex visa) *(Persetujuan visa E23)*

- With the Notifikasi in hand, the sponsor applies on the worker's behalf for the E23 visa pre-approval at evisa.imigrasi.go.id
- The pre-approval is informally called a 'telex visa' (post-2023, the e-Visa pre-approval / persetujuan visa)
- The pre-approval reference is shared with the worker so the visa can be issued

> **Tip:** The deep page for the E23 visa code on imigrasi.go.id is currently not populated; rely on the e-Visa portal for the operational flow rather than searching for a static fee page.

### 3. Obtain the E23 work visa

- Download the e-Visa from evisa.imigrasi.go.id, OR
- Collect the visa endorsement at an Indonesian Embassy or Consulate, depending on nationality eligibility
- Confirm the visa validity window — entry to Indonesia must occur within that window

### 4. Arrive in Indonesia and receive the entry stamp

- Enter Indonesia on the E23 e-Visa or visa endorsement
- Receive the entry stamp at immigration on arrival — this date is the start of your in-country clock
- Begin organising permanent accommodation immediately so a domicile certificate can be issued

> **Tip:** In-country alih-status conversion (short-stay visa to KITAS) has a strict 30-day window post-arrival, and the domicile certificate must be obtained from the local Imigrasi office before the application can proceed. The clock runs from the entry-stamp date, not the date you start work — booking permanent accommodation on day 1 protects the buffer.

> **If this fails:** Missing the 30-day window can void the conversion path and force a re-entry under a fresh visa. If you are close to the deadline and the domicile certificate is not yet in hand, escalate through the sponsor's immigration consultant before the 30 days elapse.

### 5. File the ITAS application at the Kantor Imigrasi *(Kantor Imigrasi)*

- Within 30 days of arrival, file at the Kantor Imigrasi covering your domicile address
- Submit all documents: passport, sponsor's application letter, surat pernyataan jaminan, KTP penjamin, ITAS form, surat keterangan domisili, sponsor's company documents, and the integration statement
- Application receipt (penerimaan pengajuan permohonan)
- Photo and biometric capture (pengambilan foto)
- Payment verification (verifikasi pembayaran)
- Approval by the Kepala Kantor Imigrasi, or forwarding to the Direktur Jenderal Imigrasi for DG-level approval

> **Tip:** Bring originals plus photocopies of every document — the Kantor will keep copies and stamp originals as sighted.

### 6. Pay the ITAS PNBP fee and the Re-Entry Permit fee

- Pay the ITAS PNBP via the e-PNBP virtual-account mechanism issued at filing — Rp 3,000,000 for the 1-year tier, Rp 5,000,000 for 2 years, Rp 7,000,000 for 5 years
- Pay the Re-Entry Permit (Izin Masuk Kembali / IMK) — Rp 1,500,000 for a 1-year IMK matched to a 1-year ITAS
- Pay the Rp 10,000 materai cost (typically affixed by the sponsor on the guarantee statement)
- Retain the payment receipts — the Kantor verifies them before issuance

### 7. Receive the virtual ITAS and the physical KITAS card *(KITAS — Kartu Izin Tinggal Terbatas)*

- Processing time after fee receipt: maximum 3 working days for applications without DG approval, or 5 working days for applications with DG approval
- The virtual ITAS is delivered electronically to the foreign national, the sponsor, and the responsible party
- Collect the physical KITAS card at the Kantor Imigrasi after issuance
- Carry the card with you — it is the primary identification for foreign residents in Indonesia

### 8. Extend the KITAS before expiry (renewal cycle) *(Perpanjangan ITAS)*

- For a 1-year-or-less extension, file at earliest 30 days before expiry and at latest on the day of expiry
- For an extension longer than 1 year, file at earliest 3 months before expiry
- Processing time: 3 working days (no DG approval) or 5 working days (with DG approval) after payment

> **Tip:** Renewal is a continuation of the same Kantor Imigrasi relationship — file at the same office that issued the original ITAS unless you have moved domicile.

## FAQ

### Can a Visa-on-Arrival (VOA) be converted to a KITAS?

No. Imigrasi states that visit stay permits originating from a Visa on Arrival or visa exemption cannot be converted to other stay permits. The conversion path requires a B211A visit visa or, more commonly for foreign professionals, entry on an E23 work visa.

### How long is a work-purpose KITAS valid initially?

ITAS is granted for 180 days, 1 year, 2 years, 5 years, or 10 years depending on the underlying authorisation. The most common foreign-professional initial tier is 1 year (Rp 3,000,000) or 2 years (Rp 5,000,000). Total ITAS time is capped before conversion to a permanent stay permit (ITAP) is considered.

### Within what timeframe must the ITAS be filed after I arrive in Indonesia?

Within 30 days of arrival, per Government Regulation No. 48/2021. The clock starts on the entry-stamp date in your passport, not the date you start work, so plan your domicile certificate and Kantor Imigrasi appointment around the entry stamp.

### Does the KITAS allow international travel without losing the permit?

Not on its own. A separate Izin Masuk Kembali (IMK / Re-Entry Permit) must be purchased — the IMK is a multiple-entry endorsement priced by validity tier, with the 1-year IMK at Rp 1,500,000 and the 2-year at Rp 2,000,000 per the Imigrasi PNBP schedule. Without an IMK, leaving Indonesia voids the ITAS.

### When can a KITAS extension be filed?

For extensions of 1 year or less, the application can be filed at earliest 30 days before the ITAS expires and at latest on the day of expiry. For extensions longer than 1 year, the application can be filed at earliest 3 months before expiry. Extensions are processed in 3 working days (no DG approval) or 5 working days (with DG approval) after fee receipt.

### Who pays the RPTKA / Notifikasi fee?

These employer-side approvals (RPTKA / Notifikasi at Kementerian Ketenagakerjaan, plus historical IMTA references) are typically handled by the sponsoring company before the worker arrives — they are not paid out-of-pocket by the foreign worker. The Imigrasi PNBP schedule covers only the ITAS card and the Re-Entry Permit.

### What is the difference between ITAS and KITAS?

ITAS (Izin Tinggal Terbatas) is the underlying Limited Stay Permit. KITAS (Kartu Izin Tinggal Terbatas) is the physical card issued for that permit. In current Imigrasi vocabulary the permit is referred to as ITAS and the card as KITAS; both terms are in active use.
