**Country:** 🇮🇪 Ireland

- **Current or most recent foreign driving licence**

## Costs

- **Foreign licence exchange (EU/EEA or recognised state):** 65 EUR — waived if Applicant aged 70 or over — Standard NDLS exchange fee. This is the general foreign-licence exchange fee; the UK/Northern Ireland exchange is a separate process with its own fee and is not covered here.
- **Applicant aged 70 or over (exchange):** 0 EUR — Fee exemption for applicants aged 70 or over exchanging a foreign licence

## Steps

### 1. Confirm which route your licence falls into

- An EU/EEA licence (all EU states plus Iceland, Liechtenstein and Norway) can be exchanged directly.
- A licence from a recognised state can be exchanged directly under a bilateral agreement. The recognised states are Australia, Gibraltar, Guernsey, Isle of Man, Japan, Jersey, New Zealand, the Republic of Korea, South Africa, Switzerland and Taiwan; Moldova conditionally; and six Canadian provinces (Alberta, British Columbia, Manitoba, Newfoundland & Labrador, Ontario, Saskatchewan).
- Any other licence — including the United States, India and most of Asia, Africa and Latin America — cannot be exchanged and requires the full Irish driving test.

> **Tip:** New Zealand and Taiwan exchanges cover only motorcycle and car categories. A Moldova exchange applies only where a category (other than AM, A1, A2, A) was first issued on or after 08 May 2022 and must be made in person.

### 2. Gather your documents (exchange route)

_Applies when: If your licence is EU/EEA or from a recognised state_

- Collect your current or most recent foreign licence, an eyesight report (required for recognised-state exchanges) and a medical report if required in your case.
- Add proof of address dated within the last six months if your address differs from the one held when your Public Services Card was applied for.
- If you are not an EU or EEA citizen, include proof of normal residence in Ireland, and a certified English translation if the licence is not in English.

> **Tip:** A recognised-state exchange may also require a letter of entitlement from the issuing authority confirming the categories you hold.

### 3. Apply online or in person

- Apply online through the NDLS portal, which requires a Public Services Card and a verified MyGovID account.
- Or book an in-person appointment at an NDLS centre through the NDLS site or by phoning 0818 919 090.
- A Moldova exchange must be made in person at an NDLS centre.

- [NDLS — applying in person](https://www.ndls.ie/how-to-apply/applying-in-person.html)

### 4. Pay the exchange fee

- Pay the €65.00 application fee by credit or debit card, Google Pay, Apple Pay or Payzone voucher.
- Applicants aged 70 or over are exempt from the fee.

> **Tip:** As stated on the NDLS exchange page: "The application fee is €65.00, though if you are aged 70 years or over you are exempt from paying the fee."

### 5. Submit your foreign licence

- For online applications, post your original foreign licence to the NDLS after completing the form.
- The NDLS verifies your licence entitlements with the issuing country before the Irish licence is produced.

> **If this fails:** Sending a photocopy instead of the original causes the application to be rejected — the original licence must be surrendered.

### 6. Receive your Irish licence by post

- Once verification and processing are complete, the Irish licence is posted to you.
- Standard centre applications process within 5-8 working days plus 2-5 working days for delivery; an exchange takes longer due to cross-border verification and can, in exceptional cases, take up to 3 months.

### 7. Sit the full Irish driving test (non-exchangeable licences)

_Applies when: If your licence is neither EU/EEA nor from a recognised state — including US, Indian and most non-European licences_

- Pass the theory test, a computer-based test of motoring rules for your vehicle category.
- Apply to the NDLS for a learner permit.
- Complete Essential Driver Training (EDT); apply for reduced EDT (6 lessons instead of 12, no six-month wait) if eligible.
- Pass the practical driving test.

> **Tip:** Reduced EDT requires that you hold an Irish learner permit, have held the foreign licence for at least two years, that it has not expired more than six months ago, and that you are resident in Ireland. Reduced-EDT applications are posted to the NDLS reduced-EDT address in Cork with a colour copy of the licence and a letter of entitlement or driver statement.

## FAQ

### Can I drive while my exchange is being processed?

A valid foreign licence may be used to drive during the period you are permitted to do so. The exchange itself can take longer than a standard application because the NDLS must verify your licence entitlements with the issuing country; in exceptional cases this verification can take up to 3 months.

### My licence is not in English — what do I need?

You need a certified English translation of the foreign licence. The translation is submitted alongside the licence as part of the application.

### I hold a US, Indian or other non-recognised licence — is there any shortcut?

No exchange is possible — you must complete the full Irish driving test: the theory test, then a learner permit, then Essential Driver Training, then the practical test. However, you may qualify for reduced Essential Driver Training (6 lessons instead of 12, with no six-month wait) once you hold a learner permit, provided you have held the foreign licence for at least two years, it has not expired more than six months ago, and you are resident in Ireland.

### Does a Canadian licence exchange?

Only if it was issued in one of six provinces: Alberta, British Columbia, Manitoba, Newfoundland & Labrador, Ontario, Saskatchewan. A licence from any other Canadian province or territory cannot be exchanged and requires the full Irish driving test. Province agreements can also differ on category and transmission — an Alberta licence, for instance, may be issued limited to automatic transmission unless a letter of entitlement proves a manual test was passed.

### Do I have to apply online?

No. You can apply online through the NDLS portal, which requires a Public Services Card and a verified MyGovID account, or in person at an NDLS centre by appointment. A Moldova exchange must be made in person at an NDLS centre.

### How much does the exchange cost?

The application fee is €65.00. Applicants aged 70 or over are exempt from the fee. Payment is accepted by credit or debit card, Google Pay, Apple Pay or Payzone voucher.

## Local tips

- Three outcomes exist and which one applies is fixed by where your licence was issued: EU/EEA licences exchange directly; recognised-state licences exchange directly under a bilateral agreement; all other licences cannot be exchanged and require the full Irish driving test. Confirm your category before doing anything else.
- The recognised states are a defined, expandable set. Ireland is engaging further countries, so the authoritative list is the live NDLS recognised-states reference at the time you apply — do not rely on a cached list.
- "Canada" is not a single agreement. Only six provinces qualify — Alberta, British Columbia, Manitoba, Newfoundland & Labrador, Ontario, Saskatchewan. A licence from any other province or territory falls into the full-test path.
- Expiry windows differ by route: an EU/EEA licence can be exchanged up to 10 years after it expired; a recognised-state licence only up to one year after expiry.
- Even on the full-test path, a foreign licence held for at least two years may qualify you for reduced Essential Driver Training — 6 lessons instead of 12, with no six-month wait before the test.

The application fee is €65.00, with an exemption for applicants aged 70 or over. The original foreign licence must be submitted (posted after an online form); failure to submit it results in rejection. EU/EEA licences may be exchanged up to 10 years after expiry; recognised-state licences up to one year after expiry. An eyesight report is required for recognised-state exchanges. Online applications require a Public Services Card and verified MyGovID; in-person appointments are booked via the NDLS or 0818 919 090.

Recognised non-EU/EEA states are Australia, Gibraltar, Guernsey, Isle of Man, Japan, Jersey, New Zealand, the Republic of Korea, South Africa, Switzerland, Taiwan, Moldova (conditional), and six Canadian provinces (Alberta, British Columbia, Manitoba, Newfoundland & Labrador, Ontario, Saskatchewan). New Zealand and Taiwan cover only motorcycle and car categories. Normal residence means living in Ireland at least 185 days per calendar year. A certified English translation is needed where the licence is not in English.

An exchange is considered only where a category on the licence (other than categories AM, A1, A2, A) was first issued in the Republic of Moldova on or after 08 May 2022, and a Moldova exchange must be applied for in person at an NDLS centre.
- [National Driver Licence Service (NDLS)](https://www.ndls.ie/help/faq.html) — accessed 2026-05-27 — _T1_ — Standard NDLS applications submitted at a centre are processed within 5 to 8 working days, plus a further 2 to 5 working days for delivery by An Post. Exchange of a foreign licence takes longer because the NDLS must verify the licence entitlements with the issuing country; in exceptional circumstances this can take up to 3 months.
