# Convert a Foreign Driving Licence in Singapore

**Country:** 🇸🇬 Singapore
**Last verified:** 2026-05-05
**Estimated time:** 2-4 weeks (BTT prep + appointment + photocard delivery)
**Cost:** SGD 100 + BTT fee (set by chosen driving centre)

## Required documents

- **Singapore identification card** *(NRIC / FIN)*
  - Where to get: ICA — citizens and PRs hold the NRIC; foreigners on a long-term pass hold the FIN card
  - Required: Original physical card carried to the appointment
  - _Note:_ Bring the physical card. The conversion appointment counter requires it in hand at Traffic Police HQ.
- **Valid foreign driving licence**
  - Where to get: Issuing country's licensing authority
  - Required: Original — must not be expired, suspended, or cancelled
  - _Note:_ If your foreign licence is expired, suspended, or cancelled, conversion is not available — the local-issuance pathway (BTT + FTT + PDT at BBDC, CDC, or SSDC) becomes the only route.
- **Validity letter or official English translation**
  - Where to get: Issuing country's licensing authority, or a certified translator
  - Required: Original — needed if your foreign licence is not in English
  - _Note:_ Languages other than English need either an authority-issued validity letter or an official translation. Plan ahead — sourcing this from a foreign authority can take weeks.
- **Passport-size photograph**
  - Where to get: Photo studio
  - Required: Coloured, matte finish, white background, taken within 3 months
  - _Note:_ Same photo standard as for ICA / MOM cards. Several Singapore studios offer the format same-day.
- **Proof of residency in licence-issuing country**
  - Where to get: Compile from your own records — passport stamps, employment letter, education enrolment, or tax documents
  - Required: Documentary evidence of at least 6 months physical presence within a 12-month period in the country that issued the foreign licence
  - _Note:_ This blocks tourist-licence conversions. The 6-months-within-12 figure is verbatim from the SPF conversion service page; assemble more rather than less.
- **Singapore residency or pass document**
  - Where to get: MOM (work passes) or ICA (Student Pass, Long-Term Visit Pass, Entry Permit)
  - Required: Citizens and PRs use the NRIC; foreigners need a valid MOM work pass (Employment Pass, S Pass, Work Permit) or an ICA-issued long-term pass
  - _Note:_ Foreigners who reside in Singapore for more than 12 months are required to hold a Singapore licence to keep driving here, per the SPF Knowledge Hub.
- **Motorcycle training and competency proof**
  - Where to get: Foreign motorcycle licensing authority
  - Required: Documentary proof issued by the foreign authority — only required when converting Class 2A or Class 2 (motorcycle classes ≥250cc)
  - _Note:_ Class 2B motorcycle conversions do not require this. The 2A and 2 requirement appears on the SPF Knowledge Hub Singapore Driving Licence page.

## Costs

- **Conversion service fee (paid at Traffic Police HQ counter):** 50 SGD — Charged at the appointment when documents are accepted. Source: SPF Book Appointment to Convert Foreign Driving Licence page.
- **Qualified Driving Licence (QDL) issuance fee — new:** 50 SGD — Charged after counter approval, when you log in to SPF e-Services with Singpass and complete the QDL application. Source: SPF Apply for Qualified Driving Licence page.

## Steps

### 1. Confirm Eligibility and Identify Your Document Checklist

- Open the SPF Knowledge Hub Singapore Driving Licence page and identify whether your foreign licence falls under the Malaysia, India, China, or "Other countries" category — that determines which document checklist you follow.
- Confirm three eligibility points: you are at least 18 (Class 3 / 3A or 2B); your foreign licence is valid (not expired, suspended, or cancelled); and you can produce documentary evidence of at least 6 months physical presence within a 12-month period in the country that issued the licence.
- Download the country-category document checklist via go.gov.sg/fdlconversioninfo (a SPF shortener that redirects to the relevant Traffic Police PDF).

> **Tip:** The recognised-country list and per-category checklists change. Re-pull them on the day you start gathering documents — do not rely on a copy a colleague forwarded six months ago.

### 2. Pass the Basic Theory Test (BTT)

- Pass the Basic Theory Test first. The conversion appointment requires your BTT pass result already in hand — book the test before booking the conversion.
- Practise free using the SPF online BTT tool (available in English, Malay, Mandarin, and Tamil).
- Book a BTT slot at one of Singapore's three driving centres — BBDC (Bukit Batok), CDC (Ubi), or SSDC (Woodlands). The BTT fee is set by your chosen centre — see their websites for current pricing.
- Sit the BTT and obtain the pass result. The result is recorded against your NRIC / FIN and is what the conversion appointment system checks.

> **Tip:** Many first-time applicants assume the conversion appointment can be booked ahead of the BTT and arrange them in parallel. It cannot — the pre-assessment will not return a booking link without the BTT pass on record. Sequence the BTT first.

> **If this fails:** If you fail the BTT, re-book at the same driving centre (or another) and retake. Conversion cannot proceed until the pass result is recorded.

### 3. Complete the SPF FormSG Pre-Assessment

- Visit go.gov.sg/foreign-driving-licence-conversion (a SPF shortener that redirects to the FormSG pre-assessment).
- Complete the form — it cross-checks eligibility, residency proof, foreign-licence validity, and class category.
- Eligible applicants receive an appointment booking link by email; ineligible submissions return a reason and no link.

> **Tip:** Treat the pre-assessment as a dress rehearsal for the counter. Have your residency-proof documents to hand before opening the form — the questions go in detail enough that wing-it answers tend to mismatch what you bring on the day.

### 4. Book a Counter Appointment via BookingSG

- Open the BookingSG link returned by the FormSG response and pick a counter appointment slot at Traffic Police Headquarters.
- Hold the email confirmation — bring it on the day of the appointment.

> **Tip:** Slots at Traffic Police HQ tend to fill several weeks ahead. If your work-pass timeline matters (e.g. you are within the 12-months-of-residence window where SPF expects you to hold a Singapore licence), book the moment the link arrives rather than waiting to assemble all documents.

### 5. Attend the Appointment at Traffic Police Headquarters

- Present in person at Traffic Police Headquarters, 10 Ubi Avenue 3, Singapore 408865 at the booked time.
- Hand over: NRIC or FIN; original foreign driving licence; passport-size photograph (coloured, matte, white background, ≤3 months old); validity letter or official English translation if applicable; documentary proof of 6+ months residency in the issuing country; foreign work pass or ICA pass document if applicable; for Class 2A or Class 2 conversions, the foreign authority's training and competency proof.
- Pay the SGD 50 conversion service fee — accepted: NETS, debit card, credit card, SGQR, or PayNow via credit/debit card.
- Counter processing takes about 20 minutes.

> **Tip:** The Singapore Police Force reserve the right to request additional documents to support the application. Bring more rather than less — old payslips, tenancy contracts, school enrolment letters, tax returns are all useful supporting residency proof if a question is asked.

> **If this fails:** If a document is rejected as missing or insufficient, the appointment ends without conversion. Gather the specific item and re-book a fresh appointment via the BookingSG link from your original FormSG response.

_Useful phrases:_
- "I'm here to convert my foreign driving licence." — Standard opening at the counter. — use when Arriving at the Traffic Police HQ counter for the booked appointment

### 6. Apply for the Qualified Driving Licence Online

- Once the counter approves your conversion, log in to the SPF e-Services platform with Singpass and open the Apply for Qualified Driving Licence e-service.
- Submit the QDL application — it takes about 15 minutes online.
- Pay the SGD 50 issuance fee. Accepted: Credit/Debit Card, Apple Pay, Google Pay, or PayNow.
- The e-service has a 14-working-day counter processing lead time before the photocard order is dispatched.

> **Tip:** Set up Singpass before the appointment, not after. Without it you cannot complete the issuance step the same week as the counter approval — and the QDL is not in effect until issuance is paid for.

### 7. Receive the Singapore QDL and Activate Digital Driving Licence

- The physical photocard arrives by post within 7 working days of issuance, per the SPF Application, Replacement, and Renewal page.
- Access the Digital Driving Licence via the Singpass app — launched 7 March 2022 — which shows licence number, classes, status, demerit points, and merit eligibility.
- If the photocard does not arrive in the expected window, check status via the SPF Check Status of Application for Driving Licence Photocard e-service.

## FAQ

### Do I need to pass the Basic Theory Test (BTT) before I can convert my foreign licence?

Yes. Both the SPF conversion service page and the Knowledge Hub Singapore Driving Licence page list this as a basic requirement: applicants must pass the BTT in Singapore before the conversion. The BTT pass result must already be on record before you book the conversion appointment — the appointment system assumes it.

### Where do I submit my conversion application?

In person at Traffic Police Headquarters, 10 Ubi Avenue 3, Singapore 408865. The pre-assessment is completed online via FormSG at go.gov.sg/foreign-driving-licence-conversion; eligible applicants receive a booking link to schedule the counter appointment via BookingSG.

### What does the whole thing cost?

The conversion service fee at the counter is SGD 50 (NETS, debit, credit, SGQR, or PayNow via credit/debit card). The QDL issuance fee paid online afterwards via SPF e-Services is a further SGD 50 (Credit/Debit Card, Apple Pay, Google Pay, or PayNow). The BTT fee is paid separately at the chosen driving centre — BBDC, CDC, or SSDC each set their own pricing.

### How long after the appointment does my photocard arrive?

Counter processing at the appointment takes about 20 minutes. The QDL e-service application takes about 15 minutes online and has a 14-working-day counter processing lead time. The physical photocard then arrives within 7 working days of issuance, per the SPF Application, Replacement, and Renewal of Singapore Driving Licence page.

### Can I convert any foreign licence?

The Singapore Police Force maintains separate document checklists by issuing-country category — Malaysia, India, China, and "Other countries". The recognised-country list on the SPF Knowledge Hub Singapore Driving Licence page is the canonical reference and changes from time to time, so check it before booking. Foreign licences that are expired, suspended, or cancelled are not eligible for conversion. Class 2A or Class 2 (motorcycle) conversions also require documentary proof of training and competency from the foreign licensing authority.
