## Steps

### 1. Confirm which route applies

- If the sponsor is a work-pass holder (EP, S Pass, EP-Sponsorship, EntrePass, PEP, or ONE Pass), the LTVP runs through MOM on the EP eService at the myMOM Portal
- If the sponsor is a Singapore Citizen or Permanent Resident, the LTVP runs through ICA on the ICA e-Service via Singpass
- Note that the legally-married spouse and unmarried children under 21 of EP and S Pass holders normally apply for the Dependant's Pass instead — LTVP under work-pass-family sponsorship is for common-law spouse, step-child, handicapped child, and parent

> **Tip:** Family of EP holders admitted as Overseas Intra-Corporate Transferees under WTO GATS or an applicable Free Trade Agreement are not eligible for the Dependant's Pass or the LTVP — that exclusion is published on the MOM eligibility page.

### 2. Check LTVP+ eligibility (Singapore Citizen spouse route only)

- Foreign spouse of a Singapore Citizen, with either at least one Singapore-Citizen child from the marriage, or at least three years of marriage to the SC sponsor
- Foreign spouses of Singapore Permanent Residents receive the standard LTVP only — LTVP+ does not apply
- Apply for the standard LTVP; ICA automatically considers the application for LTVP+ if the eligibility is met

### 3. Assemble the relationship-specific documents

- Every application: personal-particulars page of the applicant's passport, English translations for any non-English documents, and the standard application form
- Spouse: marriage certificate. Common-law spouse: common-law marriage certificate, notarised affidavit by both parties, and embassy acknowledgement letter
- Parent (work-pass-family route): sponsor's birth certificate showing the parent's name. The MOM threshold for sponsoring a parent is a fixed monthly salary of at least SGD 12,000

### 4. Submit the application

- Work-pass-family route: the sponsor's employer or appointed Employment Agent logs in via Corppass to the EP eService on the myMOM Portal and submits the LTVP application — SGD 105 application fee per pass
- Singapore Citizen / SPR family route: the SC or SPR sponsor logs in to the ICA e-Service with Singpass and submits the LTVP application — SGD 45 application fee per application
- Spouse-of-SC applicants are automatically considered for LTVP+ if eligibility is met; no separate form is required

### 5. Wait for the outcome and the payment notification

- Work-pass-family route via EP eService: approximately 3 weeks for most cases; EP-Sponsorship, PEP, and EntrePass family routes run approximately 8 weeks
- Singapore Citizen / SPR family route: standard timeline approximately 6 weeks; spouse-of-SC route runs up to 6 months without a PMLA and compresses to approximately 6 weeks with PMLA

### 6. Pay the issuance fee and collect the pass

- Work-pass-family route: the sponsor's employer logs back into the EP eService to get the pass issued and pays SGD 225 per pass, plus SGD 30 Multiple Journey Visa for visa-required nationalities
- Singapore Citizen / SPR family route: pay SGD 60 issuance + SGD 30 Multiple Journey Visa (if applicable) within 14 days of the payment notification
- Under the digital LTVP default, the pass is viewable on the Singpass app after three working days, or on FileSG by the next working day; the digital-pass transition date is recorded in the additional information list
- Applicants required to attend ICA Services Centre for Completion of Formalities are given an appointment slot at 2 Crawford Street, Singapore 207218, operating 8.00 am to 4.00 pm on Mondays to Fridays except public holidays

### 7. Opt in to work rights where needed

- Work-pass-family route (and ONE Pass family): apply for the Letter of Consent (LOC) from MOM. Eligibility requires a valid pass with at least 3 months remaining and a confirmed job offer from a Singapore-registered employer
- Singapore Citizen / SPR family route: apply for the Pre-Approved Letter of Consent (PLOC) from MOM. No prior job offer is required; the holder can work for any Singapore-registered employer and change employers without re-applying
- PLOC application is offered as an opt-in during the LTVP / LTVP+ application or renewal at ICA; the MOM request form sits at form.gov.sg/65b84e2aa1b08110518e9706
- Prospective employers of a PLOC holder must submit the e-Notification to Hire Pre-Approved Letter of Consent Holders via the MOM eService before employment starts and again when employment ends

> **Tip:** If the LTVP or LTVP+ has less than three months remaining at the time the holder wants to apply for a PLOC, renew the LTVP / LTVP+ first. The PLOC validity matches the underlying pass.

> **If this fails:** Dependant's Pass holders cannot use the LOC route. A Dependant's Pass holder who wants to work must apply for a Work Permit, S Pass, or Employment Pass instead. Self-employment is not permitted under a PLOC, and media and religion-related occupations are excluded from PLOC by example.

## FAQ

### What is the difference between LTVP and LTVP+?

The standard LTVP is the residence pass for the foreign spouse, child, or parent of a sponsor in Singapore. LTVP+ is a longer-validity variant launched on 1 April 2012 by the Immigration and Checkpoints Authority (ICA) for foreign spouses of Singapore Citizens (SCs) only. LTVP+ first issue is up to 3 years; each subsequent renewal is up to 5 years. Spouses of Singapore Permanent Residents (SPRs) are not eligible for LTVP+ and receive the standard LTVP only. ICA Media Release No. 351 states the privilege of sponsoring a foreign spouse for LTVP+ is only applicable to Singapore citizens.

### Which ministry handles my application?

It depends on who the sponsor is. If the sponsor is a work-pass holder — Employment Pass (EP), S Pass, EP-Sponsorship, EntrePass, Personalised Employment Pass (PEP), or Overseas Networks and Expertise Pass (ONE Pass) — the application runs through the Ministry of Manpower (MOM) on the EP eService at the myMOM Portal. If the sponsor is a Singapore Citizen or Permanent Resident, the application runs through the Immigration and Checkpoints Authority (ICA) on the ICA e-Service via Singpass.

### Who qualifies for LTVP+?

The LTVP+ privilege is restricted to foreign spouses of Singapore Citizens. The qualifying condition is either at least one Singapore-Citizen child from the marriage, or at least three years of marriage to the SC sponsor. A foreign spouse of an SC who applies for an LTVP is automatically considered for LTVP+ if eligibility is met — no separate application is required.

### Can a Work Permit holder sponsor LTVP for family?

No. The Ministry of Manpower lists EP, S Pass, EP-Sponsorship, EntrePass, PEP, and ONE Pass holders as eligible sponsors for an LTVP. Work Permit holders are not listed as eligible sponsors.

### Are parents-in-law eligible for LTVP under the SC / SPR family route?

No. ICA explicitly states that parents-in-law are not eligible under the Singapore Citizen / SPR family route. The eligible relationships on that route are foreign spouse, foreign child under 21, and foreign parent of an SC or SPR.

### Does the parent route require a salary threshold?

Yes for the work-pass-family route. To sponsor a parent on the MOM route, the EP or S Pass holder must earn a fixed monthly salary of at least SGD 12,000 — this is in addition to the SGD 6,000 threshold that applies to common-law spouse, step-child, and handicapped-child sponsorship. Both thresholds are individual salary, not household income. No fixed income threshold is published on the ICA route for parent applications by Singapore Citizen or SPR sponsors.

### Does LTVP+ come with automatic work rights?

Not automatically. An LTVP+ holder is pre-qualified for the Pre-Approved Letter of Consent (PLOC) issued by MOM, but the PLOC is opt-in at LTVP / LTVP+ application or renewal — it is not issued together with the pass by default. Once issued, the PLOC confers materially stronger work rights than a standard Letter of Consent: no prior job offer required to apply, work for any Singapore-registered employer, change employers without re-applying, and no foreign-worker quota or levy. Self-employment is not permitted under a PLOC.

### Can a Dependant's Pass holder work using an LOC?

No. The Letter of Consent (LOC) route is not open to Dependant's Pass holders. A Dependant's Pass holder seeking to work in Singapore must apply for a Work Permit, S Pass, or Employment Pass instead.

### When does the digital LTVP apply?

For applications submitted on or after 26 June 2024, the LTVP is issued in digital form. Applicants who are not required to attend ICA Services Centre receive the digital LTVP upon successful payment — viewable on the Singpass app after three working days, or on FileSG by the next working day. Applicants who are required to attend ICA Services Centre for Completion of Formalities collect the digital pass after the in-person formalities.

### What happens if the holder becomes a Singapore Permanent Resident?

The LTVP is automatically cancelled. Only one valid long-term pass is permitted at any time, so where the holder is issued another long-term pass — including Permanent Residence, a Student's Pass, a Work Permit, or an Employment Pass — the LTVP is cancelled in tandem. LTVP itself is a residence pass and does not on its own confer Permanent Residence.
