# S-Pass Renewal in Singapore

**Country:** 🇸🇬 Singapore
**Last verified:** 2026-05-05
**Estimated time:** 10 business days for outcome; 60 days to issue after IPA
**Cost:** SGD 100

## Required documents

- **Pass holder's passport (personal-particulars page)** *(Passport bio page)*
  - Where to get: From the pass holder; current passport
  - Required: Scanned copy of the personal-particulars page
  - Validity: Passport must be valid for at least 7 months at renewal
  - _Note:_ Renewed pass duration is capped at 1 month before passport expiry. A passport with under 7 months left blocks renewal entirely; a passport with only 12-13 months left will produce a much shorter renewed pass than the maximum 3 years.
- **Company business profile** *(ACRA business profile (instant information))*
  - Where to get: Bizfile+ (ACRA portal); often auto-pulled into the application
  - Required: Latest version registered with ACRA
  - _Note:_ If the ACRA registration has lapsed or company particulars have changed since the last filing, the renewal can be deferred for clarification.
- **Professional regulator supporting documents (conditional)**
  - Required: Only for regulated professions
  - Examples: SDC for dentists, SMC for doctors, SNB for nurses, AGC for lawyers, sports-body letter for football players or coaches
  - _Note:_ MOM may also request other documents during review — the documents-required page states 'We may ask for other documents when we review the application.'
- **Foodshop licence documentation (conditional)**
  - Required: For pass holders working in food establishments
  - Where to get: Singapore Food Agency (SFA)
  - _Note:_ MOM accepts a QR-code scan documenting foodshop-licence validity, or an Application for Foodshop Licence letter from SFA if the establishment is newly established.
- **English translation of any non-English document**
  - Required: Combined with the original as a single file
  - Where to get: Notarised or certified translator
  - _Note:_ Non-English documents uploaded without a single-file English translation are commonly bounced back as 'further information required' — the file must be one combined upload, not two separate files.

## Costs

- **Issuance fee (per pass):** 100 SGD — Charged on issuance after IPA approval. Renewal page wording: '$100 to get the pass issued.' There is no separate renewal application fee — the SGD 105 application fee on the apply-for-a-pass page applies to new S-Pass issuances only.
- **Pass replacement card (only if needed) (optional):** 65.4 SGD — waived if No change to particulars; existing card retained — Including GST. Charged only if particulars change (new passport, name change) or the card is lost or damaged. Verbatim from MOM: '$65.40 (including GST) to replace the pass.'

## Steps

### 1. Confirm the renewal window has opened

- Check the existing S-Pass expiry date on the pass card or in the Employment Pass eService
- Confirm the date is within 6 months of today — MOM does not accept renewals filed earlier

> **Tip:** Renew your passport before your S-Pass renewal if you have less than 7 months left. Your renewed pass duration will otherwise be capped at 1 month before your passport expires — a passport with 13 months left produces a 12-month pass, not the maximum 3 years.

### 2. Verify the pass holder still meets eligibility

- Confirm salary at or above the current sector floor — services SGD 3,300/month from 1 Sep 2025 (rising to SGD 4,800 at age 45+); financial services SGD 3,800/month from 1 Sep 2025 (rising to SGD 5,650 at age 45+)
- Confirm the passport has at least 7 months of validity remaining
- Confirm sufficient S-Pass quota in your sector — services cap is 10% of total workforce; construction, manufacturing, marine shipyard, and process is 15%
- Confirm Primary Care Plan (PCP) coverage is in place where required

> **If this fails:** If the pass holder's salary is below the current floor, the renewal will be rejected. Thresholds stepped up on 1 Sep 2025 and another step is scheduled for 1 Jan 2027 (services SGD 3,600; financial services SGD 4,000) — adjust the salary before submitting.

### 3. Submit the renewal in the Employment Pass eService

- Log into the Employment Pass eService using CorpPass
- Select 'Renew a pass' then S-Pass
- Upload the personal-particulars page of the pass holder's passport; the ACRA business profile is typically auto-pulled
- Upload profession-regulator supporting documents if applicable (SDC, SMC, SNB, AGC, sports-body letters)
- Combine non-English documents and their English translations into a single file before upload

> **Tip:** No fee is paid at submission. The SGD 100 issuance fee is charged only after IPA approval — submitting a renewal costs nothing on day one.

### 4. Wait for the eService outcome

- MOM states the application is 'Processed or given an update within 10 business days'
- Outcome arrives via the Employment Pass eService — Approved, Rejected, or Pending Further Documents
- Respond promptly to any clarification request — common reasons are quota mismatch from changing local-headcount data, unverified ACRA profile, or salary below current sector minimum

### 5. Print the IPA letter and pay the issuance fee *(In-Principle Approval (IPA) letter)*

- Print the In-Principle Approval (IPA) letter from the Employment Pass eService — MOM describes it as 'a pre-approved single-entry visa'
- Pay the SGD 100 issuance fee within the 60-day IPA validity window
- Choose payment via GIRO, Visa, Mastercard, or Amex

> **If this fails:** If the 60-day window lapses without payment, the IPA expires and you must re-apply from scratch. Long weekends and public-holiday clusters around Lunar New Year, Hari Raya, and year-end have caught small employers off-guard.

### 6. Print the Notification Letter and have the pass holder set up SGWorkPass *(Notification Letter)*

- Print the Notification Letter from the eService and give it to the pass holder
- The pass holder downloads the SGWorkPass app and sets up their digital pass
- The existing physical card is retained unless particulars have changed (new passport, name change), in which case order a replacement card for SGD 65.40 (including GST)

> **Tip:** The Notification Letter is what evidences renewal validity until card details are reconciled. HR-onboarding checks, bank-account openings, and landlord verifications can briefly reject a card that looks 'expired' on its face — the pass holder must carry the Notification Letter alongside the card.

### 7. Continue paying the monthly S-Pass levy

- The harmonised S-Pass levy is SGD 650 per month per pass holder across all sectors and tiers, effective 1 September 2025
- Daily prorated rate is SGD 21.37 — used when the pass is active for only part of a month
- Levy is due by the 17th of the following month (or the next working day if that falls on a Saturday, Sunday, or public holiday)
- GIRO is the recommended channel — the levy is auto-deducted on the 17th. PayNow QR is the fallback if GIRO has not been approved

> **If this fails:** MOM states 'You still need to pay levy throughout this period' — including the brief window between pass expiry and renewed-pass start. A missed levy payment can trigger pass revocation independent of the renewal outcome — the renewal can be approved and the pass cancelled the same week for non-payment.

## FAQ

### Can the pass holder file their own S-Pass renewal?

No. Only the employer or an appointed Employment Agent (EA) can submit via the Employment Pass eService. The pass holder's role is supporting — passport scan, photo if a replacement card is needed, and downloading the SGWorkPass app once the renewed pass is issued.

### When can the renewal be filed?

Up to 6 months before the pass expires. Filing earlier than 6 months is not possible; filing too late risks the pass expiring before the new one is issued, which strands the pass holder without legal status to remain in Singapore.

### How much does the renewal cost?

SGD 100 issuance fee per pass. There is no separate renewal application fee — the SGD 105 application fee on the apply-for-a-pass page applies only to new issuances. If a replacement card is needed because particulars have changed, an additional SGD 65.40 (including GST) applies.

### How long does processing take?

MOM states 'Processed or given an update within 10 business days' via the Employment Pass eService. The outcome can be Approved, Rejected, or Pending Further Documents. Once approved, the IPA letter is valid for 60 days — the employer must pay the issuance fee within that window or re-apply.

### Does the monthly S-Pass levy pause during the renewal cycle?

No. MOM is explicit: 'You still need to pay levy throughout this period.' The harmonised levy rate is SGD 650 per month per pass holder across all sectors and tiers as of 1 September 2025, with a daily prorated rate of SGD 21.37. Levy is due by the 17th of the following month (or the next working day if that falls on a weekend or public holiday).

### Do we keep the same pass card on renewal?

Yes, unless particulars change. The Notification Letter accompanies the existing card to evidence the renewal. If a new passport, name change, or other particulars require a new card, the SGD 65.40 (including GST) replacement fee applies.
