Residence permit document
Required: Valid ikamet izni or oturma izni issued by Göç İdaresi Başkanlığı, in force on the date İşsizlik Ödeneği services are received

Required to satisfy the İŞKUR foreigner FAQ residence-permit gate. A çalışma izni in force at termination substitutes for ikamet izni under Article 27 of Law 6458.

Where to get: PTT branch using the residence permit and YKN
Required: Required to submit the application through turkiye.gov.tr or to confirm submission tracking; mobile signature, electronic signature, and supported internet-banking logins are accepted alternatives
Cost: ₺5,00 one-off PTT issuance fee; subject to PTT tariff revision
The same credentials unlock the İŞKUR e-Şube portal and the SGK hizmet dökümü query for self-verification before applying.
IBAN on a Turkish bank account in the applicant's name
Required: Mandatory for the e-Devlet application route; optional for in-person filing at an İŞKUR office, where PTT counter payment is the default fallback
Cost: Free to register at submission
Account must be in the applicant's own name. Joint accounts and third-party accounts are not accepted by İŞKUR for benefit payment.
Çalışma izni belgesi
Work permit document
Required: Valid çalışma izni at termination — substitutes for ikamet izni under Article 27 of Law 6458
Cost: Free at this stage
If both ikamet izni and çalışma izni are in force, either satisfies the residence-permit gate. The work permit is tied to the specific employer-employee combination; the former employer is obliged to cancel it through the e-İzin system on termination.

SGK service record
Required: Premium-day record showing at least 600 days of unemployment-insurance premium in the three years before termination, with the last 120 days continuous
Where to get: Not requested from the applicant — İŞKUR pulls the SGK record automatically on application
Cost: Free to query for self-verification at turkiye.gov.tr (4A Hizmet Dökümü service)
Optional self-verification before applying: confirm the 600-in-3-years and last-120-continuous thresholds on e-Devlet to avoid a wasted application.
