# Getting a Driver's License in Texas

**Country:** 🇺🇸 United States
**Last verified:** 2026-05-29
**Estimated time:** One in-person visit to a driver license office for the knowledge test, vision exam, biometrics and photo; a separate visit for the driving-skills test if you do not yet drive. The permanent card is mailed, usually within two to three weeks.
**Cost:** $15.00 - $32.00

## Required documents

- **Proof of identity**
  - Accepted: A valid U.S. passport book or passport card, an original or certified copy of a U.S. birth certificate from a State Bureau of Vital Statistics, or a U.S. Certificate of Citizenship or Certificate of Naturalization (forms N-550, N-560, N-561, N-570 or N-578) with an identifiable photograph.
  - _Note:_ Lawful permanent residents present the Permanent Resident Card issued by USCIS. Other non-citizens present documents evidencing lawful presence, which the license specialist verifies with DHS before issuance.
- **Proof of U.S. citizenship or lawful presence**
  - Required: Documentary evidence of U.S. citizenship or lawful presence. A license cannot be issued until the applicant's period of lawful presence is verified electronically with the U.S. Department of Homeland Security.
- **Social Security number**
  - Required: Provide your Social Security number; Texas DPS verifies it electronically with the Social Security Administration.
- **Proof of Texas residency**
  - Required: Two printed documents, each showing your name and Texas residential address, from two different sources, with one document showing you have lived in Texas for at least 30 days.
  - Accepted: A current deed, mortgage statement or residential lease; a utility or residential-service bill dated within 180 days; a preprinted W-2, 1099 or 1098 tax form for the most recent tax year; financial-institution or government statements dated within 180 days; a valid Texas voter registration card; Texas motor-vehicle registration; or a valid Texas hunting or fishing license.
  - _Note:_ Both documents may not come from the same source. The 30-day requirement is waived for an applicant surrendering a valid, unexpired license from a previous state. If you cannot provide two acceptable residency documents, the Texas Residency Affidavit (Form DL-5) may be submitted with required supporting documentation.
- **Driver license application (Form DL-14A)**
  - Required: The Texas Driver License or Identification Card Application, Form DL-14A, completed at the driver license office.
- **Vehicle documents (if you own a vehicle)**
  - Required: A first-time applicant who owns a vehicle must also provide proof of insurance for each vehicle owned and evidence of Texas vehicle registration for each vehicle owned.

## Costs

- **Original non-commercial driver license (Class C), multi-year term:** 32 USD — Statutory fee recorded by the Texas Comptroller (Transportation Code §§ 521.032 / 521.103). A $1 administrative fee is included in this amount and is not charged for transactions conducted through the mail. The consumer fee total published by Texas DPS may differ once the administrative component is applied; confirm the current amount on the DPS Driver License Fees page before you pay.
- **Learner license / provisional license (optional):** 15 USD — Statutory fee recorded by the Texas Comptroller (Transportation Code § 521.271). Obtained first if you are still learning to drive; includes the same $1 administrative fee.

## Steps

### 1. Complete the six-hour adult driver education course (ages 18-24)

_Applies when: If you are 18 through 24 and applying for your first Texas driver license_

- Take the six-hour adult driver education course before you apply; keep the completion certificate to present at the driver license office
- This requirement does not apply if you are a new resident aged 18 or older surrendering a valid, unexpired license from a previous state

> **Tip:** Texas DPS states: "A six-hour adult Driver Education course is required if you are 18 through 24 years of age and applying for your first Texas driver license, unless you are a new resident 18 or older surrendering a valid, unexpired driver license from another state."

### 2. Gather your documents and schedule an appointment

- Collect proof of identity, proof of U.S. citizenship or lawful presence, your Social Security number, and two Texas residency documents from two different sources (see What You Need)
- Schedule an appointment at a local driver license office through the Texas DPS website
- If you own a vehicle, also bring proof of insurance and evidence of Texas vehicle registration for each vehicle

### 3. Apply, pay the fee and pass the knowledge and vision tests

- At the office, complete the application (Form DL-14A) and pay the application fee
- Pass the written knowledge test covering traffic laws and safe-driving practices
- Pass the vision screening at the office
- Provide your signature, thumbprints and photograph for biometrics

> **Tip:** If you do not yet hold full driving privileges, you first obtain a learner license at this visit — it requires passing the knowledge and vision exams, providing biometrics and a photo, and paying the fee. A temporary permit lets you drive immediately; the learner license arrives by mail, usually within two to three weeks.

### 4. Pass the driving-skills (road) test

_Applies when: If you do not qualify to skip the skills exam as a new resident surrendering a valid prior license_

- Complete the Impact Texas Driver (ITD) course; the certificate must be dated within 90 days of your driving-skills test
- Take the practical driving-skills test at a driver license office or with an authorised third-party skills-testing provider
- Demonstrate safe vehicle operation to pass

> **If this fails:** Texas DPS states: "If you will be taking a driving test, an Impact Texas Driver (ITD) certificate is required, and the certificate must be dated within 90 days for your driving skills test." If your certificate has lapsed, refresh the ITD course before scheduling.

### 5. Receive your temporary and permanent license

- Once all tests are passed and lawful presence is verified with DHS, a temporary paper license valid for 60 days is issued at the office
- The permanent Class C card is mailed, usually within two to three weeks of the transaction
- A standard first-time license issued on the full document set is REAL ID-compliant and carries a star marking in the upper right-hand corner

## FAQ

### Who issues the driver license in Texas?

The Texas Department of Public Safety (Texas DPS), through its Driver License Division. This is not a motor-vehicle department — the separate Texas Department of Motor Vehicles handles only vehicle titling and registration, not driver licensing.

### Do I have to apply in person the first time?

Yes. First-time applicants complete the application, the knowledge test, the vision exam, biometrics (signature and thumbprints) and the photograph at a driver license office. The full process cannot be completed online for a first-time license.

### Is there a six-hour course I have to take?

If you are 18 through 24 years of age and applying for your first Texas driver license, you must complete a six-hour adult driver education course before applying. There is one exception: a new resident aged 18 or older who is surrendering a valid, unexpired driver license from a previous state is not required to take the course.

### What does the $1 administrative fee mean?

Texas DPS states that a $1 administrative fee is included in the published fee amounts, and that the $1 administrative fee is not charged for transactions conducted through the mail. The figures shown here are the statutory fees recorded by the Texas Comptroller; confirm the current consumer total on the DPS Driver License Fees page before paying.

### I just moved to Texas — do I have to retest?

A new resident may legally drive on a valid, unexpired license from a previous state or country for up to 90 days after moving, and must obtain a Texas license within 90 days of becoming a resident. If you surrender a valid, unexpired license that has not expired more than two years, you are not required to take the knowledge or skills exams. If your prior license expired two or more years ago, the knowledge and driving tests apply. A foreign license not in English or Spanish must be translated by a translation service or your consulate before the appointment.

### Will my new Texas license be REAL ID-compliant?

Yes. A standard first-time Texas license issued on the full identity, lawful-presence, Social Security number and Texas-residency document set is REAL ID-compliant by default and is marked with a star in the upper right-hand corner. Beginning May 7, 2025, a REAL ID-compliant license or another federally accepted ID is required to board domestic flights or enter secure federal facilities — this is current federal law in force.

### How long until my card arrives?

A temporary paper driver license is issued at the office and is valid for 60 days from the date of the transaction. The permanent card is mailed, usually within two to three weeks. You can check mailing status on the Texas DPS 'Where's my Driver License or ID card?' page.

## Local tips

- The Texas Department of Public Safety issues the driver license. The separate Texas Department of Motor Vehicles handles only vehicle titling and registration — do not go there for a license.
- First-time applicants cannot finish the whole process online: the knowledge test, vision exam, biometrics and photo are all completed in person at a driver license office. Schedule an appointment before you go.
- Bring originals, not photocopies. Your two Texas residency documents must come from two different sources, and mail with a forwarding-address or adhesive-address label is rejected.
- Texas verifies your lawful-presence period electronically with the U.S. Department of Homeland Security before a license can be issued; non-citizens should allow time for this verification.
