CURP and RFC newcomer registration in Mexico
Two federal identifiers anchor every newcomer procedure in Mexico: the CURP issued by RENAPO and the RFC issued by SAT.
Standard CURP is generated automatically when an INM permit card is granted; foreigners with an in-progress INM or COMAR application receive a Constancia Temporal CURP para Extranjeros valid for 180 to 365 días. RFC inscripción at SAT requires a documento migratorio vigente and a comprobante de domicilio dated within four months.
Estimated time
Standard CURP: issued automatically with the INM card. Constancia Temporal CURP: typically same-day at the INM or COMAR module. RFC inscripción at SAT: same-session at the in-branch appointment, with a maximum trámite duration of 40 minutes and a maximum wait of 5 minutes once a Cita SAT is booked.

Additional Items
- Constancia Temporal CURP para Extranjeros is valid for 180 to 365 días naturales, with the exact period determined case by case and printed on the certificate itself.
- Standard CURP, issued once the INM card is granted, has no expiration — the 18-character code remains valid for the lifetime of the holder.
- SAT trámite 82714 is the general persona-física inscripción used by Mexican nationals and by foreigners who already hold a standard CURP; SAT trámite 97439 is the foreigner-specific inscripción for persons whose CURP and migratory documents are presented together.
- SAT requires RFC inscripción to be completed within one month of the day economic activity begins.
- CURP biométrica enrolment began in 2026 as a voluntary individual-level process that associates the existing 18-character CURP code with fingerprint, photo, and iris data — it does not replace the alphanumeric code. Foreign-resident applicability is not yet formally specified by the federal authority.
- Programa de Regularización Fiscal 2026 (SAT, published 21 January 2026) applies only to existing taxpayer debts from fiscal year 2024 or earlier with 2024 total income up to MX$300,000,000 — it does not affect new RFC inscripción.
- The visual format of the Constancia CURP was updated in April 2019, but the 18-character code composition was not changed — older Constancia certificates remain valid; reprint from consultas.curp.gob.mx for the current visual format if needed.
Step-by-Step
- 1
Confirm CURP Status
Constancia CURP
- If you hold a Tarjeta de Residente Temporal or Tarjeta de Residente Permanente, the standard CURP has already been generated — verify or reprint the Constancia CURP at https://consultas.curp.gob.mx/CurpSP/inicio2_2.jsp using either the 18-character CURP code or the combination of full name, date of birth, state, and sex.
- If your INM or COMAR application is in progress and the card has not yet been issued, request the Constancia Temporal CURP para Extranjeros at the same INM module or COMAR module where the migratory procedure is being processed.
- Once available, the Constancia Temporal can be printed from the same consultations portal. The Constancia Temporal is valid for 180 to 365 días naturales, with the period printed on the certificate itself.
💡 Tip: Tourists cannot obtain either form of CURP — the RENAPO FAQ excludes foreigners on a tourist condition of stay from the Constancia Temporal, and the standard CURP requires an issued INM permit card.
- 2
Assemble RFC Documents
- Gather the documento migratorio vigente — original Tarjeta de Residente Temporal, Tarjeta de Residente Permanente, Tarjeta de Visitante con permiso para realizar actividades remuneradas, or the INM/COMAR application receipt where applicable.
- Obtain a comprobante de domicilio dated within the last four months — utility bill, extracto bancario, predial receipt, IMSS liquidation, rental or service contract, bank-account opening document, or carta de residencia.
- Confirm that your identificación oficial vigente is current. For foreigners, the documento migratorio vigente itself satisfies this requirement at SAT.
- If a legal representative will act on your behalf, bring the poder notarial (original or certified copy). If you hold a foreign tax-identification number, bring the certified and legalised documentation.
⚠️ Watch out: If the comprobante de domicilio exceeds the four-month antiquity rule at the date of the appointment, the asesor fiscal will reject it at in-branch verification and the cita slot is lost. Refresh the document before attending.
- 3
Book a Cita SAT
Cita SAT
- Book an appointment online through the SAT Portal, the SAT Móvil mobile application, or the GOB.MX portal.
- The booking system surfaces slots at any oficina SAT nationwide — high-demand offices in CDMX and major cities typically have a 2 to 6 week lead time, while smaller-city oficinas often offer slots within a week.
- Walk-in service is not generally available for RFC inscripción; a cita is required.
💡 Tip: Book the earliest available slot rather than the nearest oficina. If your activity will trigger a fiscal obligation soon, choose the oficina with the shortest lead time to satisfy the one-month rule after economic activity begins.
- 4
Attend the SAT Appointment
- Present the documents in original to the asesor fiscal. SAT will run through a short verification interview covering identity, domicile, and the fiscal regime applicable to your activity.
- The asesor enters the data into the SAT system; the inscripción is processed in real time at the desk.
- Foreigners with an INM card and a CURP may use either the general persona-física inscripción or the foreigner-specific inscripción — the asesor fiscal selects the applicable trámite from the migratory documents presented at the session.
💡 Tip: SAT publishes the in-branch service standard as a maximum trámite duration of 40 minutes and, once a Cita SAT has been booked in advance, a maximum wait of 5 minutes at the office.
- 5
Receive RFC Acknowledgement
Acuse único de inscripción al Registro Federal de Contribuyentes
- SAT hands over the Acuse único de inscripción al Registro Federal de Contribuyentes at the close of the session.
- The acuse contains the cédula de identificación fiscal — the RFC code itself, formatted as four letters, six digits, and a three-character homoclave — plus the guía de obligaciones fiscales for the chosen régimen and a QR code linking to the digital constancia.
- The RFC code is active in the SAT system immediately and is permanent — it does not change for the lifetime of the taxpayer.
- 6
Request the e.firma (Optional)
e.firma
If you will file declaraciones online or issue CFDI invoices
- Book a separate Cita SAT for e.firma issue at the SAT Portal, SAT Móvil application, or GOB.MX portal.
- Bring the same documents used for RFC inscripción plus a USB token, which SAT will issue during the in-branch session if you do not already hold one.
- The e.firma is SAT's qualified electronic signature and is required for online filing of declaraciones, signing CFDI invoices, and authenticating SAT portal sessions.
💡 Tip: Many newcomers defer the e.firma until they begin invoicing or filing — it is not required to complete RFC inscripción itself.
Local Tips from the Community
- The CURP is an 18-character alphanumeric code held in the Registro Nacional de Población; the printable certificate handed to the holder is the Constancia CURP. The 18-character code itself is permanent and never changes once issued.
- Bank branches in Mexico set their own internal policy for accepting a Constancia Temporal CURP in place of a standard CURP — plan account opening after the INM card is in hand where possible.
- Cita SAT slots in CDMX and other major-city oficinas commonly run two to six weeks ahead. Smaller-city oficinas frequently surface slots within a week — book the earliest available slot rather than the nearest oficina.
- RFC inscripción is processed in real time at the asesor fiscal's desk. The Acuse único de inscripción al Registro Federal de Contribuyentes — including the cédula de identificación fiscal and a QR code — is handed over at the close of the session.
- The e.firma is SAT's qualified electronic signature, used for filing declaraciones online and signing CFDI invoices. It is a separate Cita SAT and is not required to complete RFC inscripción itself.
What Could Go Wrong
Confirm CURP status: The consultas.curp.gob.mx portal returns no result for several business days after the INM or COMAR module has registered the application
Recovery: This is a sync delay between the INM/COMAR system and the RENAPO registry. Return to the INM or COMAR module that filed the application and ask the desk to verify the status; where needed, the module can push a manual re-sync to RENAPO.
Book Cita SAT and attend appointment: INM card is still in production at the time of the SAT cita and the in-branch oficina does not accept the resguardo (interim receipt)
Recovery: Acceptance of the resguardo varies by oficina SAT. Confirm with the specific oficina in advance, or wait until the INM card is physically in hand before booking the cita. If the appointment slot is lost, rebook through the SAT Portal, SAT Móvil application, or the GOB.MX portal.
Attend SAT appointment: Comprobante de domicilio is older than four months and is rejected at the in-branch verification
Recovery: SAT applies the four-month antiquity rule strictly and the cita slot is lost. Obtain a fresh comprobante de domicilio — utility bill, extracto bancario, predial receipt, IMSS liquidation, rental or service contract, bank-account opening document, or carta de residencia — and rebook the cita.

FAQ
General
I am on a tourist condition of stay — can I get a CURP and RFC first?
No. The Constancia Temporal CURP para Extranjeros excludes tourist stay explicitly per the RENAPO FAQ. Standard CURP is issued only with an INM permit card. RFC inscripción at SAT requires a documento migratorio vigente, which a tourist FMM does not satisfy. The route is to apply for the appropriate INM permit first; CURP and RFC follow.
Is the Constancia Temporal CURP the same as the standard CURP?
The 18-character CURP code itself is the same — the Constancia is the issued certificate. The Constancia Temporal carries a 180 to 365 días validity printed on the document; the standard CURP, issued once the INM card is granted, has no expiration. Once the Tarjeta de Residente Temporal or Permanente is issued, the standard CURP supersedes the Constancia Temporal and the holder simply reprints the standard Constancia CURP from consultas.curp.gob.mx.
How much does CURP and RFC inscripción cost?
Both are gratuito at the federal authority. The Constancia Temporal CURP is gratuito at the INM or COMAR module. RFC inscripción at SAT is gratuito under both the general persona-física inscripción (trámite 82714) and the foreigner-specific inscripción (trámite 97439). e.firma issue is also gratuito at SAT. Indirect costs apply only where notarised translations or apostilled foreign documents are required.
Can I reprint my Constancia CURP online?
Yes. The RENAPO consultation portal at https://consultas.curp.gob.mx/CurpSP/inicio2_2.jsp accepts either the 18-character CURP code itself or the combination of full name, date of birth, state, and sex. The print is free and is the same Constancia format that RENAPO issues at the module.
Do I need an e.firma to complete RFC inscripción?
No. RFC inscripción is a separate trámite from e.firma issue. The Acuse único de inscripción al Registro Federal de Contribuyentes is handed over at the close of the inscripción session; the cédula de identificación fiscal it contains is sufficient for most purposes. The e.firma — SAT's qualified electronic signature — is needed only for filing declaraciones online or issuing CFDI invoices, and is requested in a separate Cita SAT.
Is the CURP biométrica mandatory in 2026?
No. Enrolment is voluntary at the individual level per statements from the federal government. The biometric CURP layers fingerprint, iris, and photo data onto the existing 18-character CURP code — it does not replace the alphanumeric code, and the code itself is unchanged. Services that progressively adopt the biometric CURP as an authentication method — including banks, insurers, and mobile-line carriers — may functionally require enrolment for ongoing access. Foreign-resident applicability has not been formally specified by the federal authority.
My Constancia CURP has the old design — is it still valid?
Yes. RENAPO updated the visual format of the Constancia in April 2019 but the 18-character code composition was not changed. To obtain a Constancia in the current visual format, reprint from the consultas.curp.gob.mx portal.
Can I complete RFC inscripción at a Mexican consulate abroad?
For some applicants. Foreign-residing applicants who do not physically reside in Mexico may complete certain RFC trámites through a Consulado mexicano; the exact options vary by consulate. The e.firma, if needed, requires in-person attendance at a SAT office in Mexico to receive the USB token — it cannot be issued remotely.
After This Process
- → Open a Mexican bank account — bring the standard CURP, the RFC Acuse, and a current comprobante de domicilio.
- → IMSS afiliación for employed workers — formal employment triggers automatic IMSS registration by the employer.
- → Constancia de Situación Fiscal — generated from the SAT portal once RFC is active; commonly requested by landlords, employers, and banks.
- → CFDI invoicing setup — requires the e.firma and selection of the appropriate régimen fiscal at SAT.

The Constancia Temporal CURP para Extranjeros is issued for a period of up to 180 or 365 días naturales, with the validity printed on the certificate itself. Eligible applicants are foreign persons who have filed an application before the Instituto Nacional de Migración or the Comisión Mexicana de Ayuda a Refugiados for a regular condition of stay. The trámite is gratuito. Foreigners on a tourist condition of stay are explicitly excluded. The certificate can be consulted and printed from the consultations portal at consultas.curp.gob.mx. Acceptance of the Constancia Temporal CURP by banks depends on each institution's internal policy. The standard CURP, issued once the underlying INM card is granted, has no expiration.

The eligible subset for the Constancia Temporal CURP comprises foreign persons present in Mexico who have demonstrated that they have begun the procedures to remain in national territory under a regular condition of stay, before the Instituto Nacional de Migración or the Comisión Mexicana de Ayuda a Refugiados, with the exception of the regional-visitor condition referenced in Article 52 fraction III of the Ley de Migración. The 180-to-365-día validity is determined case by case based on the underlying migratory procedure.

RFC inscripción for foreign persona física at SAT is a free trámite. Required originals at the in-branch appointment: documento migratorio vigente; comprobante de domicilio with antiquity not greater than four months — utility bills, extracto bancario, predial receipt, IMSS liquidation, rental or service contract, bank-account opening document, or carta de residencia accepted; identificación oficial vigente; poder notarial para actos de representación legal if applicable; designación de representante legal para efectos fiscales if applicable; certified and legalised foreign tax-identification number if applicable. The CURP is verified directly from the RENAPO registry rather than presented as a paper document. The trámite has a maximum in-branch duration of 40 minutes; with a Cita SAT booked in advance the maximum wait at the office is 5 minutes. RFC inscripción must be completed within one month of the date economic activity begins. The Acuse único de inscripción al Registro Federal de Contribuyentes — containing the cédula de identificación fiscal and a QR code — is delivered at the close of the session.

The CURP biométrica supplements rather than replaces the alphanumeric 18-character CURP code. Enrolment is voluntary at the individual level and captures fingerprint, iris, and photo data. Enrolment is being made available through RENAPO offices and Civil Registry offices. Foreign-resident applicability has not yet been formally specified by the federal authority.

Mexico's rollout of the voluntary CURP biométrica began in 2026, with pilot enrolment in Veracruz, Ciudad de México, and Estado de México. Mobile-line registration is expected to require linkage to a biometric CURP under separate telecommunications regulation. The biometric enrolment is positioned as voluntary at the individual level.
