Exchanging a foreign driving licence in Ireland
Whether you can swap a foreign licence for an Irish one depends entirely on where it was issued.
Three outcomes apply: an EU/EEA licence exchanges directly; a licence from a recognised state exchanges directly under a bilateral agreement; and every other licence (including the United States and India) cannot be exchanged, so the holder must sit the full Irish driving test from the start. The third outcome is the most common for newcomers from outside Europe.

Confirm which route your licence falls into
- An EU/EEA licence (all EU states plus Iceland, Liechtenstein and Norway) can be exchanged directly.
- A licence from a recognised state can be exchanged directly under a bilateral agreement. The recognised states are Australia, Gibraltar, Guernsey, Isle of Man, Japan, Jersey, New Zealand, the Republic of Korea, South Africa, Switzerland and Taiwan; Moldova conditionally; and six Canadian provinces (Alberta, British Columbia, Manitoba, Newfoundland & Labrador, Ontario, Saskatchewan).
- Any other licence โ including the United States, India and most of Asia, Africa and Latin America โ cannot be exchanged and requires the full Irish driving test.
๐ก Tip: New Zealand and Taiwan exchanges cover only motorcycle and car categories. A Moldova exchange applies only where a category (other than AM, A1, A2, A) was first issued on or after 08 May 2022 and must be made in person.

Gather your documents (exchange route)
If your licence is EU/EEA or from a recognised state
- Collect your current or most recent foreign licence, an eyesight report (required for recognised-state exchanges) and a medical report if required in your case.
- Add proof of address dated within the last six months if your address differs from the one held when your Public Services Card was applied for.
- If you are not an EU or EEA citizen, include proof of normal residence in Ireland, and a certified English translation if the licence is not in English.

Apply online or in person
- Apply online through the NDLS portal, which requires a Public Services Card and a verified MyGovID account.
- Or book an in-person appointment at an NDLS centre through the NDLS site or by phoning 0818 919 090.
- A Moldova exchange must be made in person at an NDLS centre.

Submit your foreign licence
- For online applications, post your original foreign licence to the NDLS after completing the form.
- The NDLS verifies your licence entitlements with the issuing country before the Irish licence is produced.

Receive your Irish licence by post
- Once verification and processing are complete, the Irish licence is posted to you.

Sit the full Irish driving test (non-exchangeable licences)
If your licence is neither EU/EEA nor from a recognised state โ including US, Indian and most non-European licences
- Pass the theory test, a computer-based test of motoring rules for your vehicle category.
- Apply to the NDLS for a learner permit.
- Complete Essential Driver Training (EDT); apply for reduced EDT (6 lessons instead of 12, no six-month wait) if eligible.
- Pass the practical driving test.
๐ก Tip: Reduced EDT requires that you hold an Irish learner permit, have held the foreign licence for at least two years, that it has not expired more than six months ago, and that you are resident in Ireland. Reduced-EDT applications are posted to the NDLS reduced-EDT address in Cork with a colour copy of the licence and a letter of entitlement or driver statement.

- Three outcomes exist and which one applies is fixed by where your licence was issued: EU/EEA licences exchange directly; recognised-state licences exchange directly under a bilateral agreement; all other licences cannot be exchanged and require the full Irish driving test. Confirm your category before doing anything else.
- The recognised states are a defined, expandable set. Ireland is engaging further countries, so the authoritative list is the live NDLS recognised-states reference at the time you apply โ do not rely on a cached list.
- "Canada" is not a single agreement. Only six provinces qualify โ Alberta, British Columbia, Manitoba, Newfoundland & Labrador, Ontario, Saskatchewan. A licence from any other province or territory falls into the full-test path.
- Expiry windows differ by route: an EU/EEA licence can be exchanged up to 10 years after it expired; a recognised-state licence only up to one year after expiry.
- Even on the full-test path, a foreign licence held for at least two years may qualify you for reduced Essential Driver Training โ 6 lessons instead of 12, with no six-month wait before the test.
What Could Go Wrong
Confirm whether your licence can be exchanged: Holder of a US, Indian or other non-recognised licence assumes it can be swapped
Recovery: It cannot be exchanged. As Citizens Information states, a holder of a licence Ireland does not recognise "can't swap it for an Irish licence" and "must go through the full driver licensing process starting with the driver theory test," with only 6 EDT lessons instead of 12 once a learner permit is held. Begin with the theory test and apply for reduced Essential Driver Training if you meet the conditions.
Submit your foreign licence to the NDLS: A photocopy is sent instead of the original licence
Recovery: The exchange requires surrendering the actual foreign licence; for online applications it is posted to the NDLS after the form is completed. Failure to submit the original licence results in the application being rejected. Send the original, not a copy.
Apply within the expiry window for your route: A recognised-state licence has been expired for more than one year
Recovery: The recognised-state exchange window closes one year after expiry, unlike the 10-year window for EU/EEA licences. If the window has closed, the full Irish driving test applies instead; check whether you qualify for reduced Essential Driver Training.

FAQ
General
Can I drive while my exchange is being processed?
A valid foreign licence may be used to drive during the period you are permitted to do so. The exchange itself can take longer than a standard application because the NDLS must verify your licence entitlements with the issuing country; in exceptional cases this verification can take up to 3 months.
My licence is not in English โ what do I need?
You need a certified English translation of the foreign licence. The translation is submitted alongside the licence as part of the application.
I hold a US, Indian or other non-recognised licence โ is there any shortcut?
No exchange is possible โ you must complete the full Irish driving test: the theory test, then a learner permit, then Essential Driver Training, then the practical test. However, you may qualify for reduced Essential Driver Training (6 lessons instead of 12, with no six-month wait) once you hold a learner permit, provided you have held the foreign licence for at least two years, it has not expired more than six months ago, and you are resident in Ireland.
Does a Canadian licence exchange?
Only if it was issued in one of six provinces: Alberta, British Columbia, Manitoba, Newfoundland & Labrador, Ontario, Saskatchewan. A licence from any other Canadian province or territory cannot be exchanged and requires the full Irish driving test. Province agreements can also differ on category and transmission โ an Alberta licence, for instance, may be issued limited to automatic transmission unless a letter of entitlement proves a manual test was passed.
Do I have to apply online?
No. You can apply online through the NDLS portal, which requires a Public Services Card and a verified MyGovID account, or in person at an NDLS centre by appointment. A Moldova exchange must be made in person at an NDLS centre.
