Are EU, EEA or Swiss citizens covered by this guide?

No. This permit is for third-country (non-EU/EEA/Swiss) nationals. EU, EEA and Swiss citizens use a separate registration-of-residence procedure and do not apply for a zezwolenie na pobyt czasowy.
