Convert a Foreign Driving Licence in Singapore
Document Checklist
NRIC / FIN
Singapore identification card
Where to get: ICA β citizens and PRs hold the NRIC; foreigners on a long-term pass hold the FIN card
Required: Original physical card carried to the appointment
Bring the physical card. The conversion appointment counter requires it in hand at Traffic Police HQ.
Valid foreign driving licence
Where to get: Issuing country's licensing authority
Required: Original β must not be expired, suspended, or cancelled
If your foreign licence is expired, suspended, or cancelled, conversion is not available β the local-issuance pathway (BTT + FTT + PDT at BBDC, CDC, or SSDC) becomes the only route.
Validity letter or official English translation
Where to get: Issuing country's licensing authority, or a certified translator
Required: Original β needed if your foreign licence is not in English
Languages other than English need either an authority-issued validity letter or an official translation. Plan ahead β sourcing this from a foreign authority can take weeks.
Passport-size photograph
Where to get: Photo studio
Required: Coloured, matte finish, white background, taken within 3 months
Same photo standard as for ICA / MOM cards. Several Singapore studios offer the format same-day.
Proof of residency in licence-issuing country
Where to get: Compile from your own records β passport stamps, employment letter, education enrolment, or tax documents
Required: Documentary evidence of at least 6 months physical presence within a 12-month period in the country that issued the foreign licence
This blocks tourist-licence conversions. The 6-months-within-12 figure is verbatim from the SPF conversion service page; assemble more rather than less.
Singapore residency or pass document
Where to get: MOM (work passes) or ICA (Student Pass, Long-Term Visit Pass, Entry Permit)
Required: Citizens and PRs use the NRIC; foreigners need a valid MOM work pass (Employment Pass, S Pass, Work Permit) or an ICA-issued long-term pass
Foreigners who reside in Singapore for more than 12 months are required to hold a Singapore licence to keep driving here, per the SPF Knowledge Hub.
Motorcycle training and competency proof
Where to get: Foreign motorcycle licensing authority
Required: Documentary proof issued by the foreign authority β only required when converting Class 2A or Class 2 (motorcycle classes β₯250cc)
Class 2B motorcycle conversions do not require this. The 2A and 2 requirement appears on the SPF Knowledge Hub Singapore Driving Licence page.
