   💡 Tip: The recognised-country list and per-category checklists change. Re-pull them on the day you start gathering documents — do not rely on a copy a colleague forwarded six months ago.

   Pass the Basic Theory Test (BTT)

   1. Pass the Basic Theory Test first. The conversion appointment requires your BTT pass result already in hand — book the test before booking the conversion.
   2. Practise free using the SPF online BTT tool (available in English, Malay, Mandarin, and Tamil).
   3. Book a BTT slot at one of Singapore's three driving centres — BBDC (Bukit Batok), CDC (Ubi), or SSDC (Woodlands). The BTT fee is set by your chosen centre — see their websites for current pricing.
   4. Sit the BTT and obtain the pass result. The result is recorded against your NRIC / FIN and is what the conversion appointment system checks.

   💡 Tip: Many first-time applicants assume the conversion appointment can be booked ahead of the BTT and arrange them in parallel. It cannot — the pre-assessment will not return a booking link without the BTT pass on record. Sequence the BTT first.

   Complete the SPF FormSG Pre-Assessment

   1. Visit go.gov.sg/foreign-driving-licence-conversion (a SPF shortener that redirects to the FormSG pre-assessment).
   2. Complete the form — it cross-checks eligibility, residency proof, foreign-licence validity, and class category.
   3. Eligible applicants receive an appointment booking link by email; ineligible submissions return a reason and no link.

   💡 Tip: Treat the pre-assessment as a dress rehearsal for the counter. Have your residency-proof documents to hand before opening the form — the questions go in detail enough that wing-it answers tend to mismatch what you bring on the day.

   Book a Counter Appointment via BookingSG

   1. Open the BookingSG link returned by the FormSG response and pick a counter appointment slot at Traffic Police Headquarters.
   2. Hold the email confirmation — bring it on the day of the appointment.

   💡 Tip: Slots at Traffic Police HQ tend to fill several weeks ahead. If your work-pass timeline matters (e.g. you are within the 12-months-of-residence window where SPF expects you to hold a Singapore licence), book the moment the link arrives rather than waiting to assemble all documents.

   Attend the Appointment at Traffic Police Headquarters

   1. Present in person at Traffic Police Headquarters, 10 Ubi Avenue 3, Singapore 408865 at the booked time.
   2. Hand over: NRIC or FIN; original foreign driving licence; passport-size photograph (coloured, matte, white background, ≤3 months old); validity letter or official English translation if applicable; documentary proof of 6+ months residency in the issuing country; foreign work pass or ICA pass document if applicable; for Class 2A or Class 2 conversions, the foreign authority's training and competency proof.
   3. Pay the SGD 50 conversion service fee — accepted: NETS, debit card, credit card, SGQR, or PayNow via credit/debit card.
   4. Counter processing takes about 20 minutes.

   💡 Tip: The Singapore Police Force reserve the right to request additional documents to support the application. Bring more rather than less — old payslips, tenancy contracts, school enrolment letters, tax returns are all useful supporting residency proof if a question is asked.

6. 6

   Apply for the Qualified Driving Licence Online

   1. Once the counter approves your conversion, log in to the SPF e-Services platform with Singpass and open the Apply for Qualified Driving Licence e-service.
   2. Submit the QDL application — it takes about 15 minutes online.
   3. Pay the SGD 50 issuance fee. Accepted: Credit/Debit Card, Apple Pay, Google Pay, or PayNow.
   4. The e-service has a 14-working-day counter processing lead time before the photocard order is dispatched.

   💡 Tip: Set up Singpass before the appointment, not after. Without it you cannot complete the issuance step the same week as the counter approval — and the QDL is not in effect until issuance is paid for.

   Receive the Singapore QDL and Activate Digital Driving Licence

   1. The physical photocard arrives by post within 7 working days of issuance, per the SPF Application, Replacement, and Renewal page.
   2. Access the Digital Driving Licence via the Singpass app — launched 7 March 2022 — which shows licence number, classes, status, demerit points, and merit eligibility.
