Conversion of a valid foreign driving licence to a Singapore Qualified Driving Licence (QDL) for residents who already drive lawfully in another country.

Confirm Eligibility and Identify Your Document Checklist
- Open the SPF Knowledge Hub Singapore Driving Licence page and identify whether your foreign licence falls under the Malaysia, India, China, or "Other countries" category โ that determines which document checklist you follow.
- Confirm three eligibility points: you are at least 18 (Class 3 / 3A or 2B); your foreign licence is valid (not expired, suspended, or cancelled); and you can produce documentary evidence of at least 6 months physical presence within a 12-month period in the country that issued the licence.
- Download the country-category document checklist via go.gov.sg/fdlconversioninfo (a SPF shortener that redirects to the relevant Traffic Police PDF).

Pass the Basic Theory Test (BTT)
- Pass the Basic Theory Test first. The conversion appointment requires your BTT pass result already in hand โ book the test before booking the conversion.
- Practise free using the SPF online BTT tool (available in English, Malay, Mandarin, and Tamil).
- Book a BTT slot at one of Singapore's three driving centres โ BBDC (Bukit Batok), CDC (Ubi), or SSDC (Woodlands). The BTT fee is set by your chosen centre โ see their websites for current pricing.
- Sit the BTT and obtain the pass result. The result is recorded against your NRIC / FIN and is what the conversion appointment system checks.
๐ก Tip: Many first-time applicants assume the conversion appointment can be booked ahead of the BTT and arrange them in parallel. It cannot โ the pre-assessment will not return a booking link without the BTT pass on record. Sequence the BTT first.

Complete the SPF FormSG Pre-Assessment
- Visit go.gov.sg/foreign-driving-licence-conversion (a SPF shortener that redirects to the FormSG pre-assessment).
- Complete the form โ it cross-checks eligibility, residency proof, foreign-licence validity, and class category.
- Eligible applicants receive an appointment booking link by email; ineligible submissions return a reason and no link.

Attend the Appointment at Traffic Police Headquarters
- Present in person at Traffic Police Headquarters, 10 Ubi Avenue 3, Singapore 408865 at the booked time.
- Hand over: NRIC or FIN; original foreign driving licence; passport-size photograph (coloured, matte, white background, โค3 months old); validity letter or official English translation if applicable; documentary proof of 6+ months residency in the issuing country; foreign work pass or ICA pass document if applicable; for Class 2A or Class 2 conversions, the foreign authority's training and competency proof.

Apply for the Qualified Driving Licence Online
- Once the counter approves your conversion, log in to the SPF e-Services platform with Singpass and open the Apply for Qualified Driving Licence e-service.
- Submit the QDL application โ it takes about 15 minutes online.
- Pay the SGD 50 issuance fee. Accepted: Credit/Debit Card, Apple Pay, Google Pay, or PayNow.
- The e-service has a 14-working-day counter processing lead time before the photocard order is dispatched.

Receive the Singapore QDL and Activate Digital Driving Licence
- The physical photocard arrives by post within 7 working days of issuance, per the SPF Application, Replacement, and Renewal page.
- Access the Digital Driving Licence via the Singpass app โ launched 7 March 2022 โ which shows licence number, classes, status, demerit points, and merit eligibility.

Recovery: Conversion is blocked. The route forward is the local-issuance pathway โ BTT + Final Theory Test (FTT) + Practical Driving Test (PDT) at BBDC, CDC, or SSDC. That path is a separate guide and a longer commitment.

Recovery: Traffic Police reserve the right to request additional documents to support the application. If you are turned away, gather the missing item and re-book a fresh appointment via the BookingSG link from the FormSG response.
Pay the QDL issuance fee online: Singpass account not set up โ cannot log in to the SPF e-Service
Recovery: Set up Singpass at singpass.gov.sg before returning to the QDL e-service. Foreigners on a valid MOM work pass or ICA Student Pass / Long-Term Visit Pass can register for Singpass once they hold the pass card.
Receive the Singapore QDL: Photocard does not arrive within 7 working days of issuance
Recovery: Use the SPF Check Status of Application for Driving Licence Photocard e-service to confirm dispatch status. If still missing, contact Traffic Police via the e-Services platform.

Do I need to pass the Basic Theory Test (BTT) before I can convert my foreign licence?
Yes. Both the SPF conversion service page and the Knowledge Hub Singapore Driving Licence page list this as a basic requirement: applicants must pass the BTT in Singapore before the conversion. The BTT pass result must already be on record before you book the conversion appointment โ the appointment system assumes it.

What does the whole thing cost?
The conversion service fee at the counter is SGD 50 (NETS, debit, credit, SGQR, or PayNow via credit/debit card). The QDL issuance fee paid online afterwards via SPF e-Services is a further SGD 50 (Credit/Debit Card, Apple Pay, Google Pay, or PayNow). The BTT fee is paid separately at the chosen driving centre โ BBDC, CDC, or SSDC each set their own pricing.

Can I convert any foreign licence?
The Singapore Police Force maintains separate document checklists by issuing-country category โ Malaysia, India, China, and "Other countries". The recognised-country list on the SPF Knowledge Hub Singapore Driving Licence page is the canonical reference and changes from time to time, so check it before booking. Foreign licences that are expired, suspended, or cancelled are not eligible for conversion. Class 2A or Class 2 (motorcycle) conversions also require documentary proof of training and competency from the foreign licensing authority.
