Long-Term Visit Pass (LTVP) for Spouse and Parent in Singapore
The Long-Term Visit Pass is the residence pass for the foreign spouse, child, or parent of someone who already lives in Singapore.
Two ministries split the work: MOM handles cases sponsored by a work-pass holder, ICA handles cases sponsored by a Singapore Citizen or PR and runs the longer LTVP+ variant for SC-married spouses. The route decides eligibility, fees, processing time, and whether work rights run through a Letter of Consent or a Pre-Approved Letter of Consent.
Estimated time
3 to 8 weeks for a work-pass-family LTVP; 6 weeks to 6 months for the Singapore Citizen / SPR spouse route depending on whether the pre-marriage assessment is completed
Cost
S$105-360

Additional Items
- Singpass โ sponsor's login for the ICA e-Service (Singapore Citizen or SPR route)
- Corppass โ employer or appointed Employment Agent login to MOM eServices (work-pass-family route)
- myMOM Portal account โ for the work-pass-family route the application is submitted by the sponsor's employer on the EP eService
- FileSG account or Singpass app โ for applications submitted on or after 26 June 2024 the LTVP is issued in digital form, viewable on the Singpass app after three working days or on FileSG by the next working day
- LTVP+ is a longer-validity variant launched on 1 April 2012 for foreign spouses of Singapore Citizens only โ spouses of SPRs receive the standard LTVP instead
- EP-Sponsorship route: from 15 June 2026 the fee channels accept Visa, Mastercard, and Amex in addition to PayNow and Telegraphic Transfer
- The Letter of Consent (LOC) and the Pre-Approved Letter of Consent (PLOC) are separate work-rights instruments โ LOC requires a confirmed job offer, PLOC does not
- MOM does not separately publish a flat LOC fee distinct from the underlying LTVP application; the LOC is bundled with the LTVP process
Step-by-Step
- 1
Confirm which route applies
- If the sponsor is a work-pass holder (EP, S Pass, EP-Sponsorship, EntrePass, PEP, or ONE Pass), the LTVP runs through MOM on the EP eService at the myMOM Portal
- If the sponsor is a Singapore Citizen or Permanent Resident, the LTVP runs through ICA on the ICA e-Service via Singpass
- Note that the legally-married spouse and unmarried children under 21 of EP and S Pass holders normally apply for the Dependant's Pass instead โ LTVP under work-pass-family sponsorship is for common-law spouse, step-child, handicapped child, and parent
๐ก Tip: Family of EP holders admitted as Overseas Intra-Corporate Transferees under WTO GATS or an applicable Free Trade Agreement are not eligible for the Dependant's Pass or the LTVP โ that exclusion is published on the MOM eligibility page.
- 2
Check LTVP+ eligibility (Singapore Citizen spouse route only)
- Foreign spouse of a Singapore Citizen, with either at least one Singapore-Citizen child from the marriage, or at least three years of marriage to the SC sponsor
- Foreign spouses of Singapore Permanent Residents receive the standard LTVP only โ LTVP+ does not apply
- Apply for the standard LTVP; ICA automatically considers the application for LTVP+ if the eligibility is met
๐ก Tip: ICA Media Release No. 351 states verbatim that the privilege of sponsoring a foreign spouse for LTVP+ is only applicable to Singapore citizens. Permanent Residence sponsors who hope for LTVP+ should not assume the privilege transfers.
- 3
Assemble the relationship-specific documents
- Every application: personal-particulars page of the applicant's passport, English translations for any non-English documents, and the standard application form
- Spouse: marriage certificate. Common-law spouse: common-law marriage certificate, notarised affidavit by both parties, and embassy acknowledgement letter
- Parent (work-pass-family route): sponsor's birth certificate showing the parent's name. The MOM threshold for sponsoring a parent is a fixed monthly salary of at least SGD 12,000
- Step-child: court order on custody and no-objection letter from the other biological parent. For new applications for children aged 12 and below, a vaccination verification document is required
- Handicapped child: medical letter or report from a registered medical practitioner on the condition
โ ๏ธ Watch out: Common-law spouse cases fail most often on the affidavit notarisation and the embassy letter. Both parties must sign a notarised affidavit, and the home-country embassy must acknowledge the relationship in writing.
- 4
Submit the application
- Work-pass-family route: the sponsor's employer or appointed Employment Agent logs in via Corppass to the EP eService on the myMOM Portal and submits the LTVP application โ SGD 105 application fee per pass
- Singapore Citizen / SPR family route: the SC or SPR sponsor logs in to the ICA e-Service with Singpass and submits the LTVP application โ SGD 45 application fee per application
- Spouse-of-SC applicants are automatically considered for LTVP+ if eligibility is met; no separate form is required
- Common-law spouse Letter of Consent: the dedicated LOC (Common-Law Spouse) Application Form is paper-printable and uploaded at go.gov.sg/mom-submit-loc-cls
๐ก Tip: Spouse-of-SC processing runs up to approximately six months without a completed Pre-Marriage Long-Term Visit Pass Assessment, compressing to about six weeks where the PMLA is completed in advance. The PMLA is free and the source page is at ica.gov.sg/reside/pre-marriage-long-term-visit-pass-assessment.
- 5
Wait for the outcome and the payment notification
- Work-pass-family route via EP eService: approximately 3 weeks for most cases; EP-Sponsorship, PEP, and EntrePass family routes run approximately 8 weeks
- Singapore Citizen / SPR family route: standard timeline approximately 6 weeks; spouse-of-SC route runs up to 6 months without a PMLA and compresses to approximately 6 weeks with PMLA
- Work-pass-family route outcome is an In-Principle Approval (IPA) letter, which also serves as a pre-approved single-entry visa for the family member to enter Singapore
- Singapore Citizen / SPR family route outcome is an approval notification followed by a payment notification โ payment must be completed within 14 days, otherwise the application is withdrawn
โ ๏ธ Watch out: Renewals and new applications are evaluated against the current eligibility criteria. MOM-route refusals near the salary thresholds are the most common; ICA-route refusals on the spouse-of-SC channel are most often mitigated by completing the PMLA in advance and supplying updated supporting evidence.
- 6
Pay the issuance fee and collect the pass
- Work-pass-family route: the sponsor's employer logs back into the EP eService to get the pass issued and pays SGD 225 per pass, plus SGD 30 Multiple Journey Visa for visa-required nationalities
- Singapore Citizen / SPR family route: pay SGD 60 issuance + SGD 30 Multiple Journey Visa (if applicable) within 14 days of the payment notification
- Under the digital LTVP default, the pass is viewable on the Singpass app after three working days, or on FileSG by the next working day; the digital-pass transition date is recorded in the additional information list
- Applicants required to attend ICA Services Centre for Completion of Formalities are given an appointment slot at 2 Crawford Street, Singapore 207218, operating 8.00 am to 4.00 pm on Mondays to Fridays except public holidays
๐ก Tip: The 26 June 2024 transition marks the cut-off between the legacy physical-card path and the digital-pass-default path. Older guidance describing card pickup at ICA Services Centre still appears in third-party sources โ go by the ICA cof-and-issue-new page.
- 7
Opt in to work rights where needed
- Work-pass-family route (and ONE Pass family): apply for the Letter of Consent (LOC) from MOM. Eligibility requires a valid pass with at least 3 months remaining and a confirmed job offer from a Singapore-registered employer
- Singapore Citizen / SPR family route: apply for the Pre-Approved Letter of Consent (PLOC) from MOM. No prior job offer is required; the holder can work for any Singapore-registered employer and change employers without re-applying
- PLOC application is offered as an opt-in during the LTVP / LTVP+ application or renewal at ICA; the MOM request form sits at form.gov.sg/65b84e2aa1b08110518e9706
- Prospective employers of a PLOC holder must submit the e-Notification to Hire Pre-Approved Letter of Consent Holders via the MOM eService before employment starts and again when employment ends
๐ก Tip: If the LTVP or LTVP+ has less than three months remaining at the time the holder wants to apply for a PLOC, renew the LTVP / LTVP+ first. The PLOC validity matches the underlying pass.
โ ๏ธ Watch out: Dependant's Pass holders cannot use the LOC route. A Dependant's Pass holder who wants to work must apply for a Work Permit, S Pass, or Employment Pass instead. Self-employment is not permitted under a PLOC, and media and religion-related occupations are excluded from PLOC by example.
What Could Go Wrong
Confirm the right route: Family of an Employment Pass or S Pass holder is normally routed to the Dependant's Pass โ only common-law spouses, step-children, handicapped children, and parents go to LTVP under that sponsorship. Going to the wrong eService delays the case
Recovery: Check the relationship and sponsor type against MOM's LTVP eligibility page first. Legally-married spouses and unmarried children under 21 of EP and S Pass holders apply for the Dependant's Pass instead. Common-law spouses must include the embassy acknowledgement letter and a notarised affidavit from both parties.
Submit the LTVP application: MOM-route parent application fails the SGD 12,000 fixed monthly salary check, or the sponsor's salary sits close to the threshold and the case is rejected
Recovery: There is no published statutory right of appeal. Strengthen the evidence of the sponsor's role, tenure, and family circumstances and re-apply. Cases close to the threshold attract heightened MOM scrutiny in practice.
Pay the issuance fee within 14 days: ICA-route applicant misses the 14-day payment window after the payment notification
Recovery: The application is withdrawn. Submit a fresh ICA e-Service application โ there is no published reinstatement path.
Renew before expiry: PLOC application is attempted while the underlying LTVP / LTVP+ has less than 3 months remaining
Recovery: Renew the LTVP / LTVP+ first. The PLOC is tied to the LTVP / LTVP+ expiry, so a short remaining validity blocks the PLOC application path.

FAQ
Documents
What is the difference between LTVP and LTVP+?
The standard LTVP is the residence pass for the foreign spouse, child, or parent of a sponsor in Singapore. LTVP+ is a longer-validity variant launched on 1 April 2012 by the Immigration and Checkpoints Authority (ICA) for foreign spouses of Singapore Citizens (SCs) only. LTVP+ first issue is up to 3 years; each subsequent renewal is up to 5 years. Spouses of Singapore Permanent Residents (SPRs) are not eligible for LTVP+ and receive the standard LTVP only. ICA Media Release No. 351 states the privilege of sponsoring a foreign spouse for LTVP+ is only applicable to Singapore citizens.
General
Which ministry handles my application?
It depends on who the sponsor is. If the sponsor is a work-pass holder โ Employment Pass (EP), S Pass, EP-Sponsorship, EntrePass, Personalised Employment Pass (PEP), or Overseas Networks and Expertise Pass (ONE Pass) โ the application runs through the Ministry of Manpower (MOM) on the EP eService at the myMOM Portal. If the sponsor is a Singapore Citizen or Permanent Resident, the application runs through the Immigration and Checkpoints Authority (ICA) on the ICA e-Service via Singpass.
Who qualifies for LTVP+?
The LTVP+ privilege is restricted to foreign spouses of Singapore Citizens. The qualifying condition is either at least one Singapore-Citizen child from the marriage, or at least three years of marriage to the SC sponsor. A foreign spouse of an SC who applies for an LTVP is automatically considered for LTVP+ if eligibility is met โ no separate application is required.
Can a Work Permit holder sponsor LTVP for family?
No. The Ministry of Manpower lists EP, S Pass, EP-Sponsorship, EntrePass, PEP, and ONE Pass holders as eligible sponsors for an LTVP. Work Permit holders are not listed as eligible sponsors.
Are parents-in-law eligible for LTVP under the SC / SPR family route?
No. ICA explicitly states that parents-in-law are not eligible under the Singapore Citizen / SPR family route. The eligible relationships on that route are foreign spouse, foreign child under 21, and foreign parent of an SC or SPR.
Does the parent route require a salary threshold?
Yes for the work-pass-family route. To sponsor a parent on the MOM route, the EP or S Pass holder must earn a fixed monthly salary of at least SGD 12,000 โ this is in addition to the SGD 6,000 threshold that applies to common-law spouse, step-child, and handicapped-child sponsorship. Both thresholds are individual salary, not household income. No fixed income threshold is published on the ICA route for parent applications by Singapore Citizen or SPR sponsors.
Does LTVP+ come with automatic work rights?
Not automatically. An LTVP+ holder is pre-qualified for the Pre-Approved Letter of Consent (PLOC) issued by MOM, but the PLOC is opt-in at LTVP / LTVP+ application or renewal โ it is not issued together with the pass by default. Once issued, the PLOC confers materially stronger work rights than a standard Letter of Consent: no prior job offer required to apply, work for any Singapore-registered employer, change employers without re-applying, and no foreign-worker quota or levy. Self-employment is not permitted under a PLOC.
Can a Dependant's Pass holder work using an LOC?
No. The Letter of Consent (LOC) route is not open to Dependant's Pass holders. A Dependant's Pass holder seeking to work in Singapore must apply for a Work Permit, S Pass, or Employment Pass instead.
When does the digital LTVP apply?
For applications submitted on or after 26 June 2024, the LTVP is issued in digital form. Applicants who are not required to attend ICA Services Centre receive the digital LTVP upon successful payment โ viewable on the Singpass app after three working days, or on FileSG by the next working day. Applicants who are required to attend ICA Services Centre for Completion of Formalities collect the digital pass after the in-person formalities.
What happens if the holder becomes a Singapore Permanent Resident?
The LTVP is automatically cancelled. Only one valid long-term pass is permitted at any time, so where the holder is issued another long-term pass โ including Permanent Residence, a Student's Pass, a Work Permit, or an Employment Pass โ the LTVP is cancelled in tandem. LTVP itself is a residence pass and does not on its own confer Permanent Residence.
After This Process
- โ Renewal: at least 3 months before expiry for the ICA route; up to 6 months before expiry for the MOM route (3 months for EP-Sponsorship and EntrePass family)
- โ PLOC holders changing employers: no re-application needed, but the new employer must submit the e-Notification to Hire PLOC Holders before employment starts
- โ Cancellation (work-pass-family route): the sponsor's employer must cancel within 1 week of the holder's permanent departure, lodged in the EP eService. The pass card is cut in half and discarded
- โ Cancellation (Singapore Citizen / SPR family route): cancellation is consensual โ a local sponsor cannot unilaterally cancel the holder's LTVP, and both parties may be required to attend in person
- โ A holder issued another long-term pass โ Permanent Residence, Student's Pass, Work Permit, or Employment Pass โ sees the LTVP automatically cancelled. Only one valid long-term pass is permitted at any time

ONE Pass holders may sponsor a Dependant's Pass for a legally-married spouse, unmarried children under 21 (including legally adopted), handicapped children unmarried and aged 21 and above, and step-children unmarried and under 21. The LTVP route under ONE Pass sponsorship is open to common-law spouse (recognised under the laws of the country of origin) and to parents of the ONE Pass holder. Both Dependant's Pass and LTVP holders sponsored by a ONE Pass holder may apply for a Letter of Consent (LOC) from MOM to work โ not the Pre-Approved LOC, which is restricted to ICA-issued LTVP / LTVP+ holders sponsored by an SC or SPR.

Statutory base for the visit-pass regime sits in the Immigration Act 1959 (formerly Chapter 133). The Immigration Regulations are made under section 55(1) of the Act. Regulation 12 governs visit passes generally, including the Controller's power to issue and impose conditions. Work prohibition for visit-pass holders is the Immigration Act default; the Letter of Consent issued by the Ministry of Manpower operates as the administrative consent to work, regulated under the Employment of Foreign Manpower Act.
