What Could Go Wrong
Confirm your tier and book the cita previa: No certificado de inscripción en el registro de extranjeros (EU/EEA) or no TIE en vigor (non-EU) at the time of canje
Recovery: Register as resident first. EU/EEA residents register at the Oficina de Extranjería or Comisaría de Policía Nacional to obtain the certificado de inscripción with NIE. Submit the canje at the Jefatura Provincial de Tráfico: Tier 2 — foreign licence was obtained after Spanish residency began (and the holder is not a Korean licence holder)
Recovery: DGT states: "Tu permiso de conducir será canjeable si lo obtuviste antes de ser residente legal en España, o si lo hiciste con fecha anterior a la firma del convenio." Falls back to the Tier 3 path — enrol at a Spanish autoescuela and pass examen teórico and examen práctico for the Spanish licence.
Submit the canje at the Jefatura Provincial de Tráfico: Foreign licence is itself a canje from a country with no convenio with Spain
Recovery: DGT states: "El permiso que quieres canjear fue obtenido a su vez como canje de otro país con el que España no tenga convenio" — disqualifying. The holder follows the autoescuela path and obtains a Spanish licence by examination.
Submit the canje at the Jefatura Provincial de Tráfico (Argentina): Missing Certificado de Legalidad y Antigüedad with Apostilla de La Haya
Recovery: Request the certificate from the Argentine licensing authority and apostille it in Argentina before relocating, if possible. DGT will request this document before processing Argentine canje submissions; obtaining and apostilling it from Spain adds international postage and weeks to the timeline.
Wait for the definitive Spanish licence: Wait stretches beyond the un mes y medio average and the permiso provisional is approaching expiry
Recovery: Visit the Jefatura Provincial de Tráfico in person to request an extension of the permiso provisional. DGT issues the permiso provisional at submission and renewal at the counter is the documented path if the production of the definitive card runs longer than the published average.
Book the cita previa for the Tier 2 medical step: Informe de aptitud psicofísica has expired (>90 days) before the canje submission appointment
Recovery: Re-attend the Centro de Reconocimiento de Conductores autorizado for a fresh informe. The 90-day validity is set by DGT and is not extendable; coordinate the medical-centre visit with the Jefatura Provincial cita-previa date.

Documents
Do I have to canjear my EU or EEA driving licence?
No. DGT states: "Si eres residente en nuestro país, tu permiso de la UE o el EEE es válido para conducir en España mientras esté en vigor. Por lo que la realización del canje de tu permiso de la UE es completamente voluntaria." You may drive in Spain on the original EU/EEA licence until its printed expiry. The exception is indefinite-validity licences and licences whose validity exceeds 15 years for Group 1 (or 5 years for Group 2) — these must be renewed/canjeared once two years of normal residence in Spain have passed.
What if my country is not on the convenio list?
DGT states for non-convention country licences: "Países sin convenio en el caso de permisos profesionales." In practice this means an ordinary Group 1 licence from a país sin convenio is not canjeable — the holder must enrol at a Spanish autoescuela and pass examen teórico and examen práctico to obtain a Spanish licence. A narrow case-by-case exception exists for professional Group 2 permits, with full prueba teórica and circulación required.
Where is the full list of países con convenio?
DGT publishes the canonical table at the countries-with-agreement page (paises-con-convenio-de-canjes) with columns for fecha de entrada en vigor, permisos a obtener, pruebas a realizar, and tasa. As of 22/04/2025 the table lists 34 jurisdictions — consult it directly to confirm whether your issuing country is included and what exam shape (if any) applies for Group 2 categories. Do not rely on third-party reconstructions of the list.
What happens to my original foreign licence?
DGT retains it. The canje hub page states: "Un canje de un permiso consiste en la homologación de un permiso de conducir que tengas por otro equivalente expedido por la DGT. En el momento de realizar el trámite te será retirado el permiso original." The original is not returned. The canje covers all categories the holder already had in the country of origin: "si en tu país tenías permiso de moto, coche y autobús, al hacer el canje tendrás estas mismas autorizaciones en tu permiso español."

How long does the exchange actually take?
DGT states: "Lo normal es que lo recibas antes de un mes y medio desde que se solicitara." The published average is approximately 1.5 months (45 days) from submission to receipt of the definitive Spanish licence. DGT does not publish a 90th-percentile figure or a live tracker for canje extranjero, so the un mes y medio average is the only official benchmark. DGT also states: "En el momento de realizar el trámite te entregaremos un permiso provisional" — the permiso provisional issued at submission covers driving during the wait.
Can a UK driving licence be canjeada after Brexit?
Yes. Reino Unido e Irlanda del Norte is on the DGT países con convenio table (entrada en vigor 16/03/2023, post-Brexit bilateral agreement). Group 1 categories canjear sin pruebas at Tasa II.3 (28,87 €). Group 2 categories from the United Kingdom are also listed as sin pruebas on the countries-with-agreement table, exchanged at Tasa II.3.
