DVLA (Driver and Vehicle Licensing Agency) handles non-GB driving-licence exchanges in Great Britain.
EU/EEA full driving licences may be used in GB without exchanging while in force. Full licences from a DVLA-designated country may be exchanged by post on form D1 (cars/motorbikes) or D2 (lorries/buses). Recovery: DVLA will not exchange an expired document, and the 12-month grace window for driving in GB requires the foreign licence to be valid in its issuing country. Either renew the foreign licence with the original issuing authority first (if practical) and then exchange, or apply for a GB provisional licence and take the theory and practical tests.
