Foreign driving licences fall into three classes in France.

EU/EEA permits are valid without exchange (with four exceptions). Permits from a pays conventionné (treaty country) can be exchanged via the France Titres - ANTS portal within 1 year of acquiring résidence normale. Permits from a pays non-conventionné cannot be exchanged — the holder must take the French driving test.

Step-by-Step

    Identify your licence tier

    1. Tier 1 — EU/EEA permit (and pre-2021 British permits): no exchange required while the home permit is in cours de validité. Exchange becomes mandatory only on permit expiry, category extension, French point-loss infraction, or loss / theft / damage.
    2. Tier 2 — pays conventionnés (treaty countries): exchange via France Titres - ANTS within 1 year of acquiring résidence normale (proceed to Step 2).
    3. Tier 3 — pays non-conventionnés: exchange not available. You must take the French driving test (code de la route + épreuve pratique). Skip the rest of this guide and follow the auto-école route.

    Confirm the 1-year deadline

    Assemble the document pack

    1. Gather all items from the documents checklist above
    2. Order a certified translation if the foreign permit is not in French — traducteur habilité in France, or embassy / consulate abroad
    3. Request the attestation des droits à conduire from the original issuing authority — this is the most common bottleneck and may require a consulate request
    4. Prepare the digital photo and signature code at an approved photo booth (or use the formulaire FPS as fallback)

    Submit online via France Titres - ANTS

    2. Open the service Échanger un permis étranger ou obtenu dans une Com pour un permis français
    3. Upload digitised or photographed documents (originals may be requested later)
    4. Provide the photo code and digital signature, or attach the paper formulaire FPS
    5. Pay the droit de timbre de 40 € (20 € en Guyane) at submission
    6. Submit the application and save the SMS / email confirmation

    💡 Tip: Per service-public.gouv.fr F1460: "Les informations présentées sur cette page restent valables et seront actualisées le 12 mai 2026, date de la mise en service du timbre sur le site de France Titres - ANTS." The fee was announced on 22 April 2026 and the ANTS portal began collecting it on 12 May 2026 (loi de finances 2026, article 128).

    Track the dossier and send the original permit

    1. Receive SMS and email confirmation of receipt
    2. Wait through instruction — the dossier review can last several months
    3. When ANTS requests it, send the original foreign permit by courrier recommandé to the address provided
    4. On confirmed receipt of the original, download the Attestation de Dépôt Sécurisée (ADS) from your compte ANTS

    Receive the new French permis

    1. Watch for the email with a Lettre suivie tracking link from La Poste — typically around 15 days after validation
    2. Track delivery on laposte.fr or via the provided link
    3. Once delivered, the ADS is no longer needed

    💡 Tip: The new permis is valid 15 ans for standard categories. Permis lourd categories tie validity to driver age, and medical-condition restrictions can shorten validity case-by-case.

What Could Go Wrong

Verify exchange eligibility: Simulator returns "non échangeable" — country is not on the liste de réciprocité (pays non-conventionné)

Recovery: Exchange is not possible. Path forward: register at an auto-école, sit the code de la route (theory) and the épreuve pratique (practical) with an inspecteur du permis de conduire. The foreign permit remains valid only during the first year of résidence normale — beyond that window, driving on it is illegal.

Confirm the 1-year deadline applies: Délai d'un an has already expired

Recovery: The exchange path is closed. Only the French-test path remains. The clock does not restart on titre renewal or status change, so the original residence-acquisition date is the controlling event.

Submit online via France Titres - ANTS: Application rejected during instruction

Recovery: Common reasons: foreign category not equivalent to a French category; restrictive conditions on the foreign permit (e.g. limited driving hours) non-conforming to French standards; sanctions in the issuing country; documents incomplete; translation not certified; or résidence normale not established at the time the foreign permit was issued. Re-submission may be sufficient for documentation gaps; category mismatches typically push the applicant to the French-test path.

Send the original permit by courrier recommandé: Original lost in postal transmission

Recovery: Insurance claim through La Poste; in parallel, request a fresh attestation des droits à conduire from the issuing authority restating the rights. Contact ANTS at 34 00 (free, from France) or 09 70 83 07 07 (from abroad) for case-specific guidance — no formal published procedure for this scenario.

Receive the new French permis: ADS (Attestation de Dépôt Sécurisée) is approaching its 4-month expiry and the new permis has not arrived

Recovery: Contact ANTS via the aide-et-contact page on the portal. The typical post-validation manufacturing window is around 15 days, so a 4-month ADS expiry without delivery is unusual and warrants escalation.
